The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes across the State of Maryland. Nature of Work: The Transportation Systems Management and Operations Supervisor (TSMOS) is a supervisory position overseeing technical operations within a highway traffic management center. This role involves managing traffic systems control, incident and congestion management, electronic security systems, and communication. Employees in this position oversee and coordinate activities at the Authority Operations Center (AOC) during their assigned shift. They manage incidents by assessing severity, determining equipment, and response plans, and directing non-law enforcement personnel. Responsibilities include operating and modifying MDTA's computerized traffic management systems, including systems for traffic flow, monitoring, traveler information, and incident management and Coordinated Highway Action Response Team (CHART). To support CHART the employee also manages a range of field devices, including closed-circuit television (CCTV), interactive voice response (IVR) systems, radio rebroadcast systems (RRBS) and lane control signals (LUS), traffic monitoring systems designed to provide real-time traffic conditions. They interact with MDTA divisions, law enforcement, Department of Transportation (DOT) agencies, and the public to provide timely, accurate traffic and weather information. The duties and responsibilities for this position include, but are not limited to, the following:

  • Oversee and coordinate activities of a designated shift to include supervising staff, assigning work, and reviewing work for accuracy for TSMO Specialists I-III:
  • Perform quality control checks by observing and reviewing event history;
  • Supervise, and at times locate, activities related to incidents graphically on a computer using only verbal description;
  • Access and verify real-time traffic data through the collection of electronic data to detect roadway congestion;
  • Supervise the reading and evaluating of automatic vehicle location data to locate vehicles and incidents and monitor congestion;
  • Program, operate, and monitor motorist information systems such as lane control signals, dynamic message signs (DMS), highway advisory radio (HAR), RRBS, and interactive voice response system (IVR);
  • Monitor, verify, and react to panic alarms, CCTV alerts, and stopped vehicle detections by notifying law enforcement and dispatching emergency personnel;
  • Monitor and transmit radio communications between state agencies (MDTA, State Highway Administration, Maryland State Police) and surrounding counties via the statewide radio network. Also, monitor Coast Guard and marine channels, and dispatch response equipment to incident scenes when necessary;
  • Coordinate with contractors and engineering for lane closures, roadwork, etc. Activate and de-activate lane closure permits in Emergency Operations Reporting System (EORS); and
  • Monitor statewide weather forecasts, operate a subscription weather service system, and transmit this information to appropriate personnel within MDTA.

Employees in this classification receive immediate supervision from the TSMO Manager or other designated official. The current vacancies are located in Annapolis, MD and Baltimore, MD. The established list from this recruitment may be used to fill future vacancies at other MDTA facilities.

The work requires the operation of electronic traffic flow detection and communications systems. Employees are considered 24/7 "Safety Sensitive" and "Essential Employees" and may be required to work rotating shifts, to include evenings, nights, weekends and holidays. In the event of emergency highway conditions, employees are subject to call back during scheduled off hours and must be able to be contacted by a reliable communications link.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three (3) years of experienceoperating computerized programs pertaining to traffic flow detection, monitoring, and incident/congestion/weather management, programming motorist information systems and operating communications systems.

Licenses & Certifications

  1. Employees will be required by the appointing authority to successfully complete the Chart Operator III certification training to be eligible for permanent status in this classification.
  2. Applicants must possess a Driver's License valid in the State of Maryland. Applicants must list the license number and date of expiration on the application.
