DEPARTMENT OVERVIEW

The Rady School of Management provides business education through its PhD program, Masters degree programs, undergraduate minors and courses, and executive business programs. POSITION OVERVIEW

As a member of the Rady School of Management Dean's Office Academic Personnel team, the the Senior AP Analyst applies professional UC Academic HR concepts, policies, and procedures to advise managers on resolving a range of academic human resources issues. This role involves independently managing and analyzing non-senate academic appointment and review files, including In-Residence, Unit 18 NSF (Teachers of Special Programs, Lecturers, and Continuing Lecturers), Adjunct, Professors of Practice, Specialists, Academic Coordinators, Recall, and Visiting Titles. The incumbent ensures all files comply with campus and University policies, procedures, and the Unit 18 MOU, while maintaining accuracy and confidentiality. Recommendations for issue resolution are provided as necessary.

The incumbent participates in the development, analysis, and implementation of new policies, consulting with individual academics and advising the Divisional Business Officer, Assistant Dean, Associate Dean, and Dean on policy changes and their implications for the Division. They compose and edit a wide range of correspondence for the Dean's signature and handle confidential documents related to Unit 18 collective bargaining and grievance matters. Researching and preparing reports, contributing to academic affairs process improvements, and participating in special projects are key responsibilities. The role also involves identifying and implementing enhancements to the AP database and website, as well as providing training to department AP staff. Additionally, the incumbent cross-trains to serve as a backup to the Dean's Office Director of Academic Personnel and Faculty Support for senate faculty review and analysis.

The incumbent provides strategic advice by analyzing system-wide and organization policies, collective bargaining agreements, and academic personnel procedures. They manage independent reviews of academic personnel actions, including appointments, merits, promotions, appraisals, and administrative appointments, ensuring compliance, accuracy, and confidentiality. This includes conflict of interest, endowed chair appointments, sabbaticals, and other leave requests. The role involves assessing resource availability and the appropriateness of recommended rank and salary. They also oversee the progress of academic files through all levels of review, providing counsel to Dean, Associate Deans, faculty, and staff on academic personnel policies and actions.

In addition to advising Associate Deans on university and systemwide policies and procedures, the incumbent studies complex issues, identifies potential problems, and proposes solutions. They compose and edit correspondence, such as appointment and advancement letters, and assess data from teaching evaluations, especially for Unit 18 files. Serving as a resource for academic personnel policy within the Division, they provide consultation and recommend appropriate courses of action, while researching and developing solutions for potential academic personnel issues.

The incumbent is also involved in developing, analyzing, and implementing Division-wide and campus-wide policies and practices. They administer the review and processing of endowed chairs, serving as the point of contact for related policy matters. By providing the Deans, Departments, and faculty with analysis and recommendations on academic actions, they ensure compliance with policies. The incumbent acts as a liaison between the Division, Department, and the Senior Vice Chancellor of Academic Affairs Academic Personnel Office.

Training duties include identifying weaknesses in Rady School Academic Personnel contacts, developing responses such as website resources and meetings, and assisting departments with training new and existing employees. They instruct staff on academic personnel policies, consult with department AP staff, and act as a liaison on academic affairs-related topics. Additionally, they maintain the integrity of personnel action data in the Dean's database, analyzing statistics, generating reports, and calculating sabbatical leave and promotion eligibility.

The incumbent may also serve as backup to the Director of Academic Personnel and Faculty Support.

QUALIFICATIONS
  • Requires thorough knowledge of and ability to apply / interpret organization and college policies and procedures which govern academic HR.

  • Thorough knowledge of organization and college goals, priorities and values and the legal and human implications of decisions.

  • Thorough knowledge of systemwide and organization policies, union contracts, procedures and practices that govern academic HR administration. Ability to analyze documents for compliance with University regulations and procedures; Unit 18 MOU regulations and procedures; Affirmative Action Guidelines; and immigration regulations.

  • Knowledge of trends in academia, especially in areas of academic planning, human resource management and administration.

  • Ability to analyze complex management issues, develop project scope and solutions, give professional advice to senior officials, and make critical decisions regarding personnel. Analytical skills to conduct analysis and develop recommendations to Chairs / unit management.

  • Ability to communicate effectively with diverse audiences.

  • Excellent critical and innovative thinking to address moderately complex issues and present nuanced analyses.

  • Strong computer skills in a PC environment with demonstrated ability to work independently and proficiently with a variety of business applications (Google Apps, MS Office Suite, email, spreadsheet, word processing, database, and web browsing) and University information systems, with the willingness and ability to update and increase skills and knowledge as needed. Demonstrated experience with computerized systems, database management, and spreadsheet and word processing programs to manipulate data and create reports.

  • Knowledge and understanding of the structure of large organizations and how to effectively operate to accomplish goals and develop new initiatives/programs within this framework.

  • Demonstrated organization, problem solving, and communication skills.

  • Ability to work independently, exercising initiative and judgment in the performance of a broad range of responsibilities in an environment of routinely sensitive and confidential issues with the acumen and sensitivity to identify those decisions and activities which require confidentiality and/or higher level consultation and/or group collaboration.

  • Attention to detail and ability to follow through on both independent and group projects, understanding the philosophy of quality service and cooperative group process, while displaying proven aptitude for both solitary and team-related endeavors.

  • Ability to proof, draft, edit and make recommendations for correspondence and written materials. Ability to write and speak concisely and persuasively.

PREFERRED
  • Demonstrated theoretical and practical knowledge of UC academic policies and procedures needed to coordinate and advise on academic personnel issues; ability to research, advise or consult with Academic Personnel Director, Dean and/or Associate Deans to propose creative solutions in line with divisional objectives.
SPECIAL CONDITIONS

  • This is a hybrid position with 2 days/week required on campus.

Pay Transparency Act

Annual Full Pay Range: $77,000 - $139,200 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $36.88 - $66.67

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
