Reporting to the Chief Operating Officer, the ExecutiveDirector of Information Technology Services (ITS), will provide leadership to the ITS team, coordinating and initiating system-wide operations across the College's main and satellite campuses, and on-line modality and ensuring effective and efficient application of Information Processing Technology. Ensures the technology systems and/or solutions meet the needs of the College's operations and programmatic areas. The ExecutiveDirector of ITS is responsible for the College's IT infrastructure, including the network management, development and system implementation, including security protocols, technical support, campus-based enterprise services, cloud services, computer networks (server and network administration), desktop computing, systems application development and engineering, multimedia services, telecommunications, Internet access, and instructional Information Technology. The Executive Director participates in setting Information Technology processing priorities for the College; will develop a Strategic Plan for the information technology shot and long-term needs of the College; develops policies for recommendation and approval of purchases of hardware, software and services; assesses the effectiveness of proposed initiatives, and establishes policies for the implementation of Information Technology at the College as well as making recommendations that essentially bridge the gap between technical operations and strategic decision-making. In addition, the Executive Director works with senior leadership and department heads to help them utilize the application of technology within their respective areas of responsibility. In addition, the Executive Director has responsibilities to uphold College policies and procedures, and to provide recommendations, as required.

Essential Functions

  • Establish and lead the execution of the strategic long-term goals, policies, and procedures for the ITS Department.

  • Leads implementation of IT strategic and operational planning to achieve college goals by fostering innovation, prioritizing IT initiatives, and coordinating the evaluation, deployment, and management of current and future IT systems across the organization. Function as project manager as necessary on complex technology initiatives and provide support throughout the product lifecycle.

  • Develops and implements disaster recovery planning and availability management service for the mission continuity plans, life cycle management for the technology infrastructure. Develop and maintain an Incident Response Plan identifying potential risks and vulnerabilities, developing plans to minimize the impact of disruptions, testing and updating plans on a regular basis to ensure operational reliability.

  • Works with the COO to develop the IT strategic capital and operating budgets for the College with particular attention to short- and long-term hardware and software needs, College-wide technology initiatives, service purchases, contracts, and operating expenses. Monitors and reports on budgetary expenditures.

  • Manage and build relationships and serve as a strategic partner with the Senior Leadership, ensuring their technology needs are met effectively and that technology support continues to evolve as new strategic priorities emerge.

  • Collaborate with academic departments, across multiple campuses and on-line platforms, to provide support to students and faculty and improve user experience when interacting with various systems across multiple campuses and fully online courses in support of BCCC academic mission.

  • Manages the College's investments in existing information and communication equipment, reviewing efficiency, cost, and evaluating vendor performance, making recommendations for change to meet operational needs.

  • Ensures that the technology infrastructure complies with relevant regulations and standards, such as HIPAA, PCI, FERPA, and GDPR. This involves staying up to date on regulatory requirements, implementing appropriate controls and procedures, and conducting regular audits and assessments.

  • Lead large-scale change initiatives to manage interdependence and provide performance assurance through lean processes. Ensure alignment to the cross-departmental roadmaps and create a collective plan to manage dependencies.

  • Stays abreast of emerging technologies and makes recommendations for their adoption. This involves researching innovative technologies, assessing their potential benefits and risks, and making recommendations to senior management.

  • Guide the College in using technology to automate processes and increase efficiency while reducing costs as well as reduction of redundant solutions and approaches.

  • Directs the ITS team to focus on effective high-quality day-to-day support and service delivery. Provide excellent customer service, adapting service support models to include interfacing with application service providers. Ensure quality continuous service delivery to varying stakeholders throughout the college.

  • Develops and leads a high performing agile ITS team, putting in place the systems, processes, and ways of working to sustain a high-performing team, where skill development, increased agility, collaboration, and improved ways of working are key to success. Through mentorship and coaching, ensures the work of the ITS Department adds value, is relevant to the strategy of the college, and meets the goals set for the ITS Department.

  • Proactively works with Procurement in vendor selection and contract negotiations for outsourced vendors and other outside entities. Function as project manager, as necessary, to ensure work quality, timely deliverables. Performs budget management and reconciliation.

  • Develop grants, funding, and resources for information technology initiatives independently or in collaboration with the Director of Grants

  • Perform other duties as assigned by the Chief Operating Officer.

Minimum Qualifications

  • Bachelor's Degree in Computer Science, Information Technology, or another closely related field required.

  • Minimum of 10 years of related work IT experience, including 7 years of managerial experience, preferably in large complex institutions or organizations.

  • Experience large enterprise systems such as ERP (Enterprise Resource Planning), LMS (Learning Management System), SIS (Student Information System), etc.

  • Extensive experience managing financial and personnel resourcing, balancing demand and supply.

  • Proven success in leading RFQ processes, selection of systems, and successful implementation

  • Proven success in leading multiple teams, projects, programs, and/or functions.

  • Experience in a higher education setting or setting with similar distributed decision-making structures.

  • Deep understanding of current and emerging technologies and how they may be employed to drive digital transformation.

  • Experience facilitating cross-organizational discovery and decision making for guiding IT architectures and solutions that have potential for delivering at scale across one or more college divisions.

  • Experience in a higher education setting or setting with similar distributed decision-making structures.

  • Demonstrated experience influencing process change, communication approaches, and technology decisions up to leadership, across to peers and functional leaders, and down through teams and individuals.

Preferred Qualifications

  • Master's degree in CS, CIS or equivalent.

  • Relevant certifications, such as ITIL, PMP, or Lean Six Sigma.

  • Experience in information technology role in higher education at the director level or above.

Required Skills, Knowledge, and Abilities

  • Strong business acumen, financial management and budgeting skills including knowledge of higher education processes or other complex organization with multiple business units. A distinctive blend of business, IT, financial, and communication skills. Ability to apply systems thinking and to focus on the 'why' as much as the 'what' and the 'how.'

  • Excellent analytical, strategic conceptual thinking, strategic planning, and execution skills. Demonstrated ability to develop and execute a strategic direction and resource plan including plans for sub-service line required.

  • Project management skills and experience, plus significant knowledge of productivity tools with evidence of practical application. Hands-on project and general management experience in a team-based cross-functional environment, managing multiple initiatives simultaneously.

  • Demonstrated experience influencing process change, communication approaches, and technology decisions up to leadership, across to peers and functional leaders, and down through teams and individuals. Proven ability to build relationships with a broad range of constituencies.

  • Ability to communicate effectively at all levels of the organization with the ability to discuss technical information in a meaningful way with audiences and customers of varying levels of technical expertise.

  • Exceptional leadership skills with the ability to develop and communicate strategic vision, and to inspire and motivate staff.

  • Effective influencing and negotiation skills in an environment where resources are often not in direct control of this role.

  • A strong facilitator with experience engaging teams in a collaborative, distributed environment. Ability to manage, coach and develop team members and manage contract resources.

  • High degree of integrity/ethics relative to information security and confidentiality.

Salary Range $130,000 - $140,000 (commensurate with experience)
