The Undersea Technology Analysis Portfolio (UTAP), within the Sea, Land, & Air Analysis Group in SPA, conducts rigorous and objective analyses to enable the Navy and other DoD organizations to make decisions, plans, and strategies to deliver emerging undersea technologies and warfighting capabilities. We support clients across the undersea and naval special warfare enterprises, including those within resourcing and requirements (OPNAV N97), acquisition (program offices for undersea technologies and naval special warfare), and science and technology (Office of Naval Research, DARPA) Our enduring capabilities include:

    Identifying capability gaps, developing requirements, and generating solutions
  • Assessing the operational utility and technical feasibility of new technologies
  • Execution of acquisition and technology development programs, including developing plans and roadmaps to mature, deliver, and sustain new technologies
  • Analysis of vulnerabilities and threats to undersea platforms and systems
  • Quantitative analysis and modeling of undersea forces and their missions

SPA has a near term need for a Program Manager for upcoming support to the Program Executive Office (PEO) for Unmanned and Small Combatants (USC), located in Alexandria, VA. PEO USC, through affiliated program offices, designs, procures, and builds the Navy's small manned and unmanned surface and undersea systems, and delivers the capabilities needed to support a range of fleet operations in the at the best cost-efficient value. This contract supports the full range of PMS 340's portfolio, to include:

  • Manned and unmanned undersea systems, (dry and wet)
  • Manned and unmanned surface systems
  • Manned and unmanned ground systems
  • Unmanned air systems
  • Command, Control, Communications, Computers, and Intelligence systems (mounted, dismounted and personal systems)
  • Small arms, small arms ammunition, and automated gun mounts
  • Air Operations, to include Premeditated Personnel Parachuting and Cargo Airdrop, helicopter rope suspension systems, aerial delivery of platforms from military aircraft
  • Visual Augmentation Systems for personnel and small arms weapon systems
  • Chemical, Biological, Radiological, and Nuclear personal protection
  • Combat Diving, to include navigation, underwater breathing apparatus/diver life support, communications, personnel/thermal protection, situational awareness tools
  • Personnel Protection Equipment
  • Technology Development, Maturation, and Insertion
  • Life cycle support of the above systems, and of Deep Submergence Systems-Scope of Certification (DSS-SOC) systems, to include design, modification, and sustainment.


Responsibilities

This role will support the Naval Special Warfare program office, PMS 340. The Program Manager will report full-time to a contractor site in Alexandria, VA, with occasional remote work available, based upon the needs of the client.

Qualifications

Required Qualifications:

  • Bachelor's Degree in a technical or managerial disclipline
  • 10-15 years of experience in program/project management or defense acquisition
  • Experience in Naval Special Warfare programs or operations
  • Top Secret/SCI clearance

Desired Qualifications:

  • Master's Degree in a technical or managerial disclipline
  • Project Management Professional (PMP) or equivalent certificate
  • >15 years of experience in program/project management or defense acquisition
  • Familiarity with Deep Submergence System - Scope of Certification programs
  • Significant experience with Naval Special Warfare programs
  • Experience with Small Arms acquisition programs or in NSW Special Access Programs
