Facilities Operations and Maintenance Manager

POSITION PURPOSE

Supply the technical expertise necessary to manage preventive, operational, and predictive maintenance on multiple building systems; help develop department budgets and strategic plans; manage facility improvement projects; coordinate building automation system activities; maintain facilities software applications; manage new fire system implementations; and coordinate and document facility inspections.

DUTIES AND RESPONSIBILITIES

  • Develops, implements, and maintains preventive, operational, and predictive programs covering building automation systems; heating, ventilating, and air-conditioning (HVAC); access control system equipment; life safety system equipment; and mechanical and electrical equipment for all assigned facilities.
  • Provides project management, as directed, to support and manage facility projects to ensure goals and objectives are accomplished within the prescribed timeframe and budget. Regularly reviews status of projects and makes modifications to schedule, budget, and staffing including contractors, vendors, and employees as required.
  • Oversees work in progress at work sites and provides needed direction.
  • Responds to facility-related emergencies during and after hours including, but not limited to: power outages, equipment failures, water leaks, and security system alarms.
  • Leads the investigation and correction of Facilities Management-related complaints within Company facilities.
  • Coordinates Facilities Management's activities with other departments and divisions and supports management staff on a variety of facilities operations and maintenance issues.
  • Coordinates preparing Fixed Capital and Operations and Maintenance budgets, reviews equipment and supply needs based on recent trends and planned activities, monitors expenditures after budget approval, and approves purchase requisitions.
  • Performs inspections as required to comply with codes. Leads inspections at Company facilities with various authorities having jurisdiction. Maintains accurate inspection records. Systems to be familiar with that require regular inspections and testing include elevators, fire systems, sprinkler systems, cranes, backflow preventers, cranes, refrigerant systems, boilers, specialty fire suppression systems, backup emergency electrical systems, and general building inspections.
  • Maintains equipment manuals provided by the manufacturers and updates all modifications to existing equipment.
  • Evaluates past, current, and future technologies to provide recommendations.
  • Coordinates a competitive bidding process with outside vendors and administers contracts related to on-site preventive maintenance.
  • Develops, implements, and maintains an inventory control system to ensure optimum levels of material, supplies, and equipment required for maintenance are on hand.
  • Assists with continued departmental sustainability efforts to improve existing infrastructure and reduce operational costs.
  • Participates in continual facilities management professional development in such as: earning Facility Management Professional credentials, attending energy center and vendor training sessions, and/or participating in facilities management professional organizations, etc.
  • Supports IT security installations on facilities software applications (, CMMS, and building automation system).
  • Manages installation of building automation systems enhancements, additions, and upgrades.
  • Supports server security patching and software upgrades on facilities assets as required.
  • Responsible for maintaining functionality of mobile work request and preventative maintenance system on staff iPhones.
  • Provides manual and automated access system reports to various entities throughout MGE.
  • Lead technical reviewer of facilities technology improvements (conversion from pneumatic to DDC, controls upgrades, work request mobility, etc.).
  • Helps manage, fire detection and notification systems change and enhancements.
  • Works with local authorities to deal with parking violations on MGE properties on an as-needed basis.
  • Responsible for maintaining critical infrastructure such as uninterruptible power supplies, automatic transfer switches, and back-up emergency generators.

QUALIFICATIONS

Education and Experience

  • Four-year degree in a technical field (i.e., building construction management, construction, engineering, mechanical systems, electrical systems, or equivalent).
  • Minimum of five years of applicable work experience.

Knowledge and Skills

  • Strong project-management and organizational skills and able to simultaneously manage multiple projects.
  • Knowledge and skills in maintaining major building systems.
  • Knowledge of federal, state, and local laws and regulations impacting operation and maintenance of facilities.
  • Good judgment and decision making with the ability to choose among alternative courses of action and arrive at a recommendation.
  • Able to read and interpret maps, blueprints, engineering/technical drawings, and construction schedules.
  • Able to develop capital and expense budgets and monitoring budget expenditures.
  • Effective oral and written communication skills.
  • Able to maintain detailed and accurate records.
  • Excellent vendor-management skills.
  • Able to work both independently and as part of a team.
  • Knowledge of Niagara, MicroMain cloud, and mobile software.
  • Understanding of IT security protocols (i.e., Active Directory, single sign on, etc.).
  • Proficient in AutoCad, Microsoft Word, Excel, PowerPoint, and SharePoint.
