Job Summary

The Coordinator III - Non-Public Educational Services assists the Non-Public Educational Services Supervisor in overseeing ESEA programming and compliance in non-public schools. The Elementary and Secondary Education Act (ESEA) requires that Milwaukee Public Schools provide Title IA services to eligible Milwaukee resident students in public and non-public schools and equitable participation services for Milwaukee non-public schools in other federal Title Programs.

Wage range: $82,961 - $119,591 (12 month position)

Qualifications

  • Bachelor's Degree required, Master's Degree preferred.
  • Director of Instruction License (#10) or Principal (#51) issued by the Wisconsin Department of Public Instruction preferred.
  • Minimum five (5) years of experience as a certified teacher within Milwaukee Public Schools or other educational organization.
  • Previous experience in an educational leadership role which may include but is not limited to the following: administrator, supervisor, or department chairperson/lead teacher/school support teacher/academic coach. Minimum of three (3) years of experience required.
  • Previous experience working with community and parents in an urban environment.

Position Grading:

Level III (Experienced): Must have 36 months experience in an educational leadership role. Must have knowledge of ESEA regulations, guidance and OMB requirements and experience applying the rules across various scenarios. Must be able to lead consultation meetings and provide training on ESEA non-public services implementation within Milwaukee Public Schools. Takes a lead role in analyzing student assessment data and school needs assessments, provides meaningful feedback and ensures feedback is incorporated into final plans. Experience in evaluating and approving high quality professional development and parent engagement activities in a timely manner. Experience in applying knowledge to specific situations, ability to replicate skills as needed and to teach others.

Applies advanced skills and has a comprehensive knowledge of best practices and procedures for school improvement planning, for identifying and providing interventions for students at risk of failing. Adapts tools, procedures and processes to meet requirements of the position. May serve as a resource to others in resolving complex questions and problems. Works under general supervision. Relies on experience and judgment to plan and accomplish assigned tasks and goals. Revises, updates and creates standard procedures and provides detailed instructions to help others accomplish assigned tasks. May orient, train, assign and check the work of lower level employees. May be designated as "lead" worker on assigned projects. Acts in advisory capacity, making recommendations which may have an important bearing on the conduct of the District's business.

Responsibilities

  • Compiles and ensures completeness of the annual affirmation of consultation surveys to determine the level of non-public participation in Title programs. Maintains a current database of non-public school enrollment and programs serving eligible City of Milwaukee students.
  • Assists with planning and conducting regular consultation meetings and trainings with non-public schools and vendors.
  • Reviews ESEA program expenditure preapprovals from non-public schools under Titles IA, IIA, IIIA and district grants for which equitable participation of non-public schools is required.
  • Analyzes and monitors the expenditures and revenues related to Title I-A, Title IIA and Title IIIA non-public school allocations.
  • Consults with appropriate school personnel and conducts site visits and audits at Title l-A non-public school sites to ensure that accurate and complete information related to the delivery of Title program services for participating non-public schools is used per ESEA and district requirements.
  • Assists with analyzing data concerning non-public equitable services such as attendance, assessment and surveys. Assembles spreadsheets and creates computer charts and graphs used to illustrate technical analysis.
  • Assists in the maintenance of the Title I web site, Title I handbooks, catalogs and other publications as necessary.
  • Assists with ensuring compliant Title I-A vendor supplied services to non-public students. Reviews and provides feedback on annual reports that are required of third party vendors.
  • Actively supports the MPS Strategic Plan.
  • Performs other duties as assigned.
