Summary: Reports directly to the Vice President for Patient Care Services & Chief Nursing Officer the Manager of Nursing Resources is accountable for ensuring float pool staff and nursing supervisors deliver exceptional patient care provide an outstanding patient experience to patients at Newport Hospital and ensures appropriate staffing is assigned to the nursing departments. Engages nurse supervisors and nurses in the establishment of a professional nursing culture that advances nursing practice to deliver high quality patient care and maintain optimal clinical quality and safety outcomes. Responsibilities: Ensures that nurse supervisors and float pool staff maintain continuous regulatory readiness and compliance with regulatory agency standards and accrediting agencies requirements (i.e. Department of Health CMS Joint Commission CARF). Maintains ongoing sustainment and compliance with ANCC Magnet designations requirements; participates in writing to Magnet document and maintaining sources of evidence. Demonstrates knowledge and commitment to the Hospital*s and Nursing*s mission vision values and goals through leadership of assigned functions and participation in a wide variety of organizational activities. Demonstrates understanding of job description performance expectations and competency assessment plan. Serves as the nursing leader to represent nursing for Newport Hospital as subject matter expert for select Brown University Health and Newport Hospital meetings/committees. Develops recommends and implements department and applicable hospital policies and procedures designed to maintain effective and efficient operations and meet the expectations of those served. Reviews and maintains current departmental and administrative policies and procedures. Demonstrates a commitment toward meeting and exceeding the needs of our customers and consistently adheres to our Customer Service Standards. Collaborates with CNO nurse leaders and staff to ensure that Newport Hospital nursing achieves nursing Newport Hospital and Brown University Health strategic plan goals. Creates a shared vision by developing and continuously communicating the department*s goals in alignment with the hospital*s and nursing*s mission. Demonstrates flexibility and innovation to facilitate the changes required to improve operations or to enhance revenue effectiveness productivity responsiveness and other quality factors. Demonstrates a confident and positive attitude with functional competency and technical credibility. Exhibits effective decision-making skills. Develops strategic alliances that are mutually beneficial both inside and outside the organization. Serves as a role model in relation to the delivering exceptional patient experience and customer service. Practices and promotes a philosophy of acquiring and imparting knowledge on a continuous basis. Enhances professional knowledge and skills by such activities as participation in professional organizations or in local regional or national programs. Promotes Relationship Based Care and Professional Practice Model Serves as an advocate of the hospital. Demonstrates knowledge of employee relations policies and procedures and implements policies in a fair equitable and consistent manner. Assesses labor pool needs including number of staff skill mix and appropriate schedules and budgets accordingly * Implements creative solutions to labor planning * Organizes the department to maximize the potential contribution of all employees Develops and maintains competency-based job descriptions outlining duties responsibilities and requirements of jobs. Interviews employment candidates and selects competent and qualified personnel for authorized vacant positions. Assesses the competence of employees upon hire transfer and on an annual basis. Assessment considers age-specific needs of patients. Establishes and communicates clear performance expectations. Performs ongoing performance assessment and completes annual performance reviews on a timely basis. * Provides recognition of staff*s achievements * Counsels employees in a proactive fashion to sustain or improve job performance. Provides disciplinary action that is fair objective timely and developmental. Promotes opportunities for teamwork among all staff. Promotes employees* participation in problem-solving and decision-making in matters affecting them. Assesses and analyzes competency patterns and learning/educational needs of staff based on supporting data. Develops an ongoing department education and training plan which encompasses safety issues competency and performance improvement processes which can be linked to department goals. Develops and proposes an annual practical departmental budget and capital expenditures that will contribute towards improving the efficiency and cost effectiveness of all services provided while meeting the needs of our patients the community providers and our employees. Operates within the approved departmental budget notwithstanding changes beyond one*s control. Provides monthly variance report to CNO. Reviews departmental expenses regularly to identify ways to reduce costs while improving efficiency resulting in an overall net savings on the approved department budget. Reviews bi-weekly productivity reports and addresses variances. Works in collaboration with the Business Manager for Nursing Administration to ensure department meets established productivity targets. Monitors staffing to ensure the optimal use of scheduled time and overtime for maximum productivity. Controls and accurately reports time worked by department employees for timely payroll preparation. Plans develops and implements policies procedures and programs involving all applicable hospital departments that maximize departmental revenues. Demonstrates proficiency with existing and new technology platforms applicable to patient care and management. Ensures the security and confidential treatment of sensitive and private information. Demonstrates ability to utilize computer technology for data generation retrieval and analysis. Identifies evaluates and recommends equipment acquisition based on advances in technology and scope of service. Maintains assigned physical/tangible assets safely efficiently and in such a manner that they effectively perform their intended function. Coordinates a department-specific equipment management plan in accordance with the organization*s overall equipment management plan. Manages supplies effectively. Demonstrates an in-depth knowledge of department-specific safety issues. Demonstrates leadership concerning safety issues within the organization and the department. Continuously identifies develops and enforces department-specific safety policies and procedures in accordance with the organization*s overall safety policies. Organizes an effective department-specific safety training program for all department employees in accordance with hospital guidelines. Develops plans and manages processes to measure assess and improve the quality of services in alignment with the hospital*s key functions. Participates in functional and cross-functional performance improvement activities. Utilizes performance improvement / Lean Six Sigma tools and identifies indicators to assess and improve systems and processes over time. Allocates adequate resources (personnel time and staff training) needed to participate in performance improvement activities. Monitors and evaluates results of performance improvement activities for effectiveness. Incorporates/integrates improvements into processes and systems. Readily accepts and receives feedback from colleagues and staff creating safe environment for disagreement. Demonstrates effective presentation skills for meetings and formal presentations. Demonstrates effective writing skills for correspondence reports and other documents. Demonstrates active listening skills. Facilitates constructive dialogue to resolve conflicts. Collaborates with other leaders and relevant personnel to resolve problems and make decisions. Controls timely and appropriate flow of information throughout the department and the organization; keeps people informed. Plans and organizes constructive and effective meetings. Communicates effectively with Senior Leaders and Risk Management as needed (i.e. CEO CMO & CNO) OTHER: Covers as Nurse Supervisor on evenings nights weekends and holidays as needed based on hospital operational needs Performs other duties as assigned. Other information: Licensure as Registered Nurse in the State of Rhode Island by the Rhode Island Board of Nursing or licensure as a Registered Nurse in accordance with the Nurse Licensure Compact agreement of the National Council of State Boards of Nursing. QUALIFICATIONS/EXPERIENCE: * Bachelor*s Degree in Nursing required; Master*s Degree preferred. * Three to five years as a hospital nursing supervisor experience required * Nursing management experience preferred. * Certification in Nursing Administration and/or specialty with 18 months of hire. * Licensed to practice as a Registered Nurse in the State of Rhode Island. * Current BLS and ACLS certification. WORK ENVIRONMENT AND PHYSICAL REQUIREMENTS: Must be able to sit stand squat/kneel for 1-3 hours per day walk 3-7 hours per day lift over 50 lbs with good mechanics twist/bend infrequently. Must be able to use both hands/wrists and perform work that deviates from neutral position and be able to perform fine motor skills.
