Job Description: POSITION SUMMARY We seek a dynamic and experienced Workforce Development Manager to design, implement, and deliver training programs for field union workers and corporate office employees. This position focuses on developing and delivering training programs, including apprenticeship training and project management internships, to align with organizational goals and industry standards. The role also involves creating a culture of continuous learning and professional development while ensuring compliance with all safety and regulatory requirements. This role will focus on enhancing skills, fostering professional growth, and ensuring compliance with industry standards. The ideal candidate will be skilled in creating engaging curricula tailored to diverse audiences and possess a strong ability to teach and inspire learners. ESSENTIAL DUTIES AND RESPONSIBILITIES: Curriculum Design and Delivery:
- Develop, implement, and maintain training programs for field union workers and corporate staff that address technical, safety, leadership, and soft skills development.
- Create customized learning paths for different roles, including hands-on training for field operations and interactive sessions for office-based employees.
- Develop structured apprenticeship programs in partnership with our union partners to attract, train, and retain entry-level talent in the trades.
- Deliver training using various methods, such as in-person workshops, virtual sessions, and e-learning platforms.
- Create and facilitate project management internship training programs, focusing on building planning, scheduling, budgeting, and leadership skills.
- Manage training grant program(s) and facilitate coordination of grant-funded training.
Training Needs Assessment:
- Conduct training needs assessments to identify skills gaps and recommend solutions.
- Collaborate with department heads and project leaders to align learning initiatives with organizational objectives.
- Conduct regular assessments and gather feedback to ensure training programs align with company objectives and employee growth goals.
Compliance and Industry Standards:
- Ensure all training content complies with federal, state, and industry-specific regulations.
- Maintain up-to-date knowledge of labor, union, and safety standards to incorporate into training initiatives.
- Ensure employees and trainees meet industry certifications such as OSHA, equipment operation licenses, and safety protocols.
- Maintain and track certifications, ensuring timely renewals and compliance.
Performance and Program Effectiveness:
- Establish metrics to measure the success of apprenticeships, internships, and other training programs.
- Collect feedback from participants and stakeholders to continuously improve program quality.
Technology Integration:
- Utilize Learning Management Systems (LMS) to track employee development, host e-learning courses, and deliver virtual and blended learning experiences.
- Explore and implement innovative training technologies, including virtual reality (VR), simulators, and augmented reality (AR), for immersive learning experiences.
Stakeholder Collaboration:
- Partner with trade partners, external training providers, academic institutions, and government agencies to enhance program offerings.
- Collaborate with internal stakeholders to integrate training initiatives with operational goals.
Budget Management:
- Manage and optimize the training budget to deliver cost-effective programs while ensuring quality.
- Present reports on program ROI and outcomes to senior management.
Program Management and Reporting:
- Manage the lifecycle of training programs, from development to delivery and evaluation.
- Track and analyze training outcomes, ensuring continuous improvement and alignment with key performance indicators (KPIs).
- Provide regular reports to leadership on training effectiveness and employee progress.
Leadership:
- Provide leadership and supervision to the training team.
- Oversee, mentor, and develop, providing guidance, training, and performance evaluations to ensure high efficiency and effectiveness.
- Hire, train, develop, and review all direct reports. Takes disciplinary action as necessary, on a timely basis, and in accordance with company policy.
REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Bachelor's degree in Human Resources, Education, Organizational Development, or a related field.
- Minimum of 5 years of experience in learning and development, focusing on curriculum development and training delivery.
- Proven experience in developing apprenticeship and internship programs.
- Strong instructional design skills and the ability to develop engaging training materials.
- Excellent communication and facilitation skills to engage both corporate and field-based audiences.
- Proficiency in e-learning software, learning management systems (LMS), and Microsoft Office Suite.
- Ability to analyze training effectiveness and adapt programs as needed.
- Exceptional project management and organizational skills.
- Strong interpersonal and communication abilities.
PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES:
- Advanced certifications in training or instructional design (e.g., CPTD, SHRM, ATD) preferred.
- Strong knowledge of civil construction practices and technical training requirements.
- Experience working with Workday LMS.
- Experience working with unionized employees and knowledge of union-related training needs.
- Familiarity with construction, trades, or field operations environments is a plus.

Most often in a typical office environment Additional Job Description: Base Compensation: $98,000 - $129,000 The base salary range may vary depending on geographic location, applicant skills, and prior relevant experience.
