DESCRIPTION

The Marine Physical Laboratory Division at the Scripps Institution of Oceanography at UC San Diego is seeking a skilled Financial Analyst 2.

The Financial Analyst 2 shall use professional concepts, apply organizational policies and procedures to resolve various issues; work on problems of limited to moderate scope where analysis of situations or data requires a review of multiple factors ; exercise judgment within defined procedures and practices to determine appropriate action. Contacts are primarily internal to UC San Diego, but may also be external.

The Financial Analyst's primary responsibility is to provide enterprise-level fiscal support to the Technical Program Manager and Principal Investigators, enabling comprehensive fiscal oversight for CORDC. This role operates independently and collaboratively with MPL business office and CORDC senior leadership, including the Principal Investigators, Technical Program Manager, and Lab Manager.

Additional responsibilities include a broad range of fiscal activities and require strong analytical skills, sound judgment, discretion, organizational abilities, familiarity with University policies and procedures, and excellent communication skills. The incumbent maintains a thorough view of CORDC's financial portfolio, overseeing the allocation of payroll, travel, supplies, and equipment expenses across diverse funding sources, and monitoring spending rates and end dates within the research funding portfolio. Track liens that may result from open purchase orders orsub contracts.

Duties encompass financial data analysis, preparation of basic financial reports through databases and spreadsheets, expense forecasting, and both short- and long-term budget planning. Additionally, the incumbent is expected to apply creative problem-solving to moderately complex financial scenarios, support equipment inventory management, oversee cost accounting for fabrications, and support department P-card activity. Support proposal preparation, in conjunction with MPL Research Administrators, including draft budgets, assembling budget backup, and drafting budget justifications with input from technical staff.

QUALIFICATIONS
  • Working knowledge of finance policies, practices, and systems. Knowledge of budgetary and accounting/finance principles and theory. Skill in developing systems of internal controls to mesh with campus accounting system.

  • Ability to gather reasonably retrievable information to organize, and perform basic financial analysis assignments. Proven ability to independently research, review and analyze moderately complex financial information, extract pertinent data, compile, analyze and present data effectively; proven ability to prepare accurate financial reports, budgets, analyze spending patterns and communicate budget concerns.

  • Demonstrated ability to effectively present information verbally and in writing clearly and concisely. Excellent written and verbal communication skills, including tact, diplomacy, and flexibility.

  • Demonstrated ability using spreadsheet and database software for moderately complex financial analysis, fiscal management, and financial reports. Knowledge of computer applications and technologies (specifically: Google Drive, Word, Excel, PowerPoint), Internet browsers, e-mail software) in a multi-platform environment, including web-based technologies, query tools for a variety of uses including accounting, financial reporting, database management, and workgroup communication.

  • Demonstrated interpersonal skills at all levels within the unit; excellent service orientation and critical thinking skills; and attention to detail. Demonstrated ability using organizational skills to multi-task in a high volume environment. Demonstrated ability to thrive in a fast-paced environment which involves managing time effectively.

  • Ability to adapt to changing priorities. Demonstrated effectiveness in high-pressure situations, adept at realigning efforts to meet operational needs while managing frequently changing and competing priorities while exercising sound judgment and taking initiative.

  • Ability to function as a member of a team. Capable of performing at a high level within a team environment.

  • Intermediate knowledge and understanding of internal control practices and their impact on protecting University resources. Intermediate knowledge of policies and procedures relating to contract and grants; and accounting. Ability to independently interpret, analyze, and implement appropriate policies in a given situation.

  • Proven ability to maintain strict attention to detail, accuracy, clarity, and confidentiality.

SPECIAL CONDITIONS
  • Offer of employment is contingent upon candidate clearing the background check process.

  • Overtime from occasional evenings and weekends may be required.

  • Work location is at SIO. This is not a telecommuting position; the incumbent is expected to be at work during normal business hours.

  • Requires ability to work in a team environment in a quick thinking /decision making environment to rapidly address issues.

Pay Transparency Act

Annual Full Pay Range: $63,800 - $111,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent: $30.56 - $53.45

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
