SUMMARY OF POSITION: The Safety Manager will be responsible for establishing, developing, and managing the environmental, health, safety (EH&S) programs and DOT compliance programs to ensure safe operation of railroad related services activities for their location. They will identify and mitigate EH&S risks in support of business performance and reliability goals. They will establish and manage programs directed toward the continuous improvement of EH&S objectives and will integrate EH&S objectives across all operations. The Safety Manager will provide regulatory expertise to strategize and maximize company position within safety, health, and environmental economic programs and interaction with regulatory officials and will coordinate environmental, health, and safety programs with an emphasis placed on identification and communication of regulatory requirements to facility personnel. The job expectations are to help, educate, train, and comply with all aspects of running the business in a safe and efficient manner. This position is employed by an affiliated company of Patriot Rail. ESSENTIAL DUTIES AND RESPONSIBILITIES: * Develop, implement and monitor effective processes and programs intended to reduce safety risk to Company employees and other stakeholders * Develops, reviews and updates safety and health programs and procedures. * Promotes a culture of compliance to regulations, standards, procedures and risk management throughout the organization. * Support departmental objectives, while adhering to the Company vision, as well as local safety and environmental policy and procedures. * Assists in measuring safety performance of employees and communicating performance to management * Helps establish updates and conduct safety program orientation and training for new and current employees * Oversees and participates in the safety inspection/ audit program / efficiency testing * Identifies and analyzes recognized workplace hazards and implements corrective actions to minimize occurrence and severity of incidents and injuries * Acts as liaison with external auditors during third party/regulatory audits * Helps review and revise injury and incident investigation procedures * Performs accident, incident and injury investigations * Conducts and assists with regularly scheduled safety meetings at facility location. * Continually pursues increased knowledge, skills and professional development * Monitors OSHA, DOT and EPA requirements on an ongoing basis to ensure Company compliance with applicable regulations and evaluate impact to the organization * Additional duties as assigned. EDUCATIONAL REQUIREMENTS: * Bachelor's degree in safety, environmental science or related field preferred with a minimum of five (5) years related experience in safety field operations * Certification in Safety and Hazardous Materials field, such as: Certified Safety Professional (CSP), Certified Hazardous Materials Manager (CHMM) and/or Certified Environmental Trainer (CET) preferred but not required * Knowledge of and ability to use effective management principles including leadership, planning and proven ability to successfully implement policy, programs or directives * Excellent verbal and written communication skills * High degree of enthusiasm and self-motivation * Excellent organizational skills and strong attention to detail * Ability to develop and maintain a positive attitude towards safety within all levels of the organization * Strong coaching, training and motivational skills; ability to lead a team * Strong knowledge of requirements of 29 CFR 1910 (Occupational Safety and Health Standards) * Detailed working knowledge of DOT, EPA and RCRA and other applicable industry environmental, health and safety regulations * Experience with Word, Excel, PowerPoint computer applications * First Aid and CPR Certified preferred * Valid Driver's License COMPETENCIES: * Verbal comprehension Understand oral and written communications, both general and technical. * Communication skills Provide clear instructions/directions. * Reasoning skills Problem solving and troubleshooting skills. * Time Management Values time and manages time effectively. Effectively prioritizes and can manage a broad range of activities PHYSICAL DEMANDS/WORK ENVIRONMENT: * Medium to heavy work, lifting up to 50 pounds occasionally and up to 80 pounds. * Stoop/bend/kneel/crouch/crawl/balance/climb. * Work in cramped, confined, enclosed, or awkward places. * Ride on the outside of rail equipment for long periods of time. * Walk long distances over uneven terrain. * Demonstrate auditory and visual acuity/tracking/inspection. * Must meet color vision requirements as described in the Federal Railroad Administration (FRA) Regulations. * Work outside in all weather conditions. * On call 24 hours a day, 7 days a week ANTICIPATED PERCENT OF TRAVEL: 30%-50% SAFTEY: Safety is the cornerstone value in our Company.
