The Office of Research Partnerships and Technology Transfer (RPTT) connects people and organizations from the research and business communities with our Laboratory researchers. Private industry research collaborations, federally sponsored research programs, commercializing Brookhaven Lab's technology and supporting the growth of local technology-based businesses are all examples of how we fulfill our mission.

Within RPTT, the Research Partnerships Group (RP) manages the development, DOE approval, negotiation, administration, and closeout of agreements with non-DOE partners. These partnerships may begin with a sponsor's research needs, a company's science challenge or a Laboratory researcher's new breakthrough. In all cases, the RP Office is committed to facilitating collaboration between potential sponsors and researchers at Brookhaven National Laboratory.

The Senior Contracts & Grants Specialist is responsible for the review and negotiation of proposals, contracts, terms and conditions, grant agreements, and other agreements (ex. MOU, MOAs etc.) as required that are administered by DOE, other Non-Federal Agencies, and Educational Institutions. Provide expertise, guidance, support and leadership to Laboratory management, staff and sponsors for Non-Federal Contracts, Grants, and Federally funded contracts. The position entails processing of all contracts and liaising with sponsoring agencies, collaborating institutions, the Program personnel such as the scientist (Principal Investigator (PI)), the PIs department staff, Business Operations Managers as well as other central administration departments including the Department of Energy, the Office of General Legal Counsel as well as Intellectual Property Counsel, and others. The Senior Specialist must work as part of a team within the research community to prepare contracts and other agreements for proper execution.

Essential Duties and Responsibilities:

  • Prepare and administer federal and non-federal Contracts and Agreements for Brookhaven National Lab Sponsors, negotiate all Contract and Agreement terms and conditions, resolve Sponsor legal issues with our Legal staff as applicable and ensure all contracts are fully executed per the Department of Energy's contract.

  • Initiate contract approval processes for the Department of Energy in the BNL Proposal Information Management System (PIMS).

  • Protect BNL Intellectual Property Rights and Other Proprietary Information as appropriate.

  • Resolve conflicts arising from policies, procedures, and guidelines to ensure contracts are completed correctly.

  • Present material to internal BNL parties as well as outside parties, including information regarding contracts, Federal rules and regulations, and all other policies.

  • Flexible to support the team when other team members are unavailable. Lead or represent at meetings or presentations.

  • Conduct and participate in Contracts training of lower experience level staff.

  • Travel as required

  • Perform special projects and assignments as directed by the department Manager or Director in a timely fashion.

Required Knowledge, Skills, and Abilities:

  • Bachelor's degree in business, communication, social sciences, equivalent experience generally based on the basis of 2:1 (experience: education).

  • Ten (10+) years of experience in contracts with demonstrated successful negotiating skills with federal and or commercial contractor or a major institution, such as DOE, DOD and M&O.

  • Understands contracting principles with an emphasis on government contracting, and government contract regulation and policy

  • Proficiency with Word, Outlook, PowerPoint, and Excel.

  • Excellent written and oral communication skills with the ability to communicate and obtain results across all management levels

  • Must be able to work independently with minimal supervision and manage multiple projects simultaneously and, complete tasks within timeframes as established by the Manager and/or Director.

  • Demonstrated ability to be detail-orientated and accurate with problem-solving skills.

  • Must work well within a team environment.

Preferred Knowledge, Skills, and Abilities:

  • 5+ years of experience in Contract Management.

  • Working knowledge of Oracle based type systems such as ERP/MRP.

  • Previous research administration experience.

  • Experience working with a DOE National Laboratory.

  • Experience with research administration applications/platforms.

  • Experience with the grant proposal processes of the federal government.

  • Working knowledge of Government regulations such as Federal Acquisition Regulation (FAR) and Department of Energy.

  • Acquisition Regulation (DEAR).

Brookhaven Laboratory is committed to providing fair, equitable and competitive compensation. The full salary range for this position is $99850 - $133117 / year. Salary offers will be commensurate with the final candidate's qualification, education and experience and considered with the internal peer group.
