Job Summary

The Village of Menomonee Falls Utilities Department is seeking a Deputy Director of Utilities. Under general supervision of the Director of Public Works & Utilities, the Deputy Director of Utilities supervises and develops a team of Utilities employees to manage and maintain the Village of Menomonee Falls Water and Sewer systems. This integral role works to maintain critical utility services to Village residents, while looking at ways to improve current processes and technological advances. The work of this position requires the exercise of considerable judgment, initiative, and knowledge, and involves responsibility for making professional decisions on utility activities.

The full salary range is $85,800 - $122,699 coupled with a comprehensive benefits package including excellent health, dental, vision, life insurance, generous time off (Vacation, 8 Holidays, 4 Floating Holidays), accrued sick leave, Wisconsin Retirement System pension, option to participate in 457 retirement savings plans.

Essential Knowledge, Skills, and Abilities

MAJOR DUTIES AND RESPONSIBILITES

  1. Supervises and trains assigned staff, including allocating and reviewing work and procedures.
  2. Reviews and keeps records related to safety policies and training including, but not limited to confined space entry. Establishes priorities for assigned staff, interviews job candidates, provides training, job evaluation and performance reviews, recommends personnel actions in accordance with departmental and Village policies & procedures and imposes discipline.
  3. Inspects, monitors and coordinates the operation and maintenance of sewer and water facilities including, but not limited to pump stations, booster stations, water towers, underground storage facilities.
  4. Responds to problems in the operation of the utilities such as water main breaks, electrical failures, sewer backups, pump station failures and SCADA system alarms. Develops, troubleshoots and coordinates appropriate response.
  5. Maintains accurate records and prepares reports required by the Public Service Commission (PSC), Environmental Protection Agency, Department of Natural Resources and Milwaukee Metropolitan Sewerage Commission (MMSD).
  6. Effectively operates within the Village of Menomonee Falls GIS system, Cartegraph, Microsoft office products and SCADA system in order to manage all aspects of public infrastructure.
  7. Responds to customer complaints such as utility bills, water quality, water service, sewer back-ups, sewer odors, flooded basements, etc.
  8. Recommends Utilities operating budgets and submits for review by the Director of Public Works & Utilities. Monitors expenditures in relation to budgeted programs.
  9. Recommends capital expenditures and capital improvements for the utilities and submits for review by the Director of Public Works & Utilities.
  10. Prepares year-end reports to assist financial services and submittals for annual Utility audits.
  11. Maintains adequate material supplies by monitoring inventory and ordering materials as required.
  12. Coordinates personnel and equipment needs with other Village departments to provide for sharing of resources where appropriate.
  13. Other duties as assigned.
ESSENTIAL KNOWLEDGE, SKILLS AND ABILITIES
  1. Extensive technical knowledge of water system operations and maintenance, including pump and controller operations of water distribution systems.
  2. Extensive technical knowledge of sanitary sewer collection system operations and maintenance including pump and controller operations.
  3. Knowledge and experience of the principles and practices of effective supervision and management.
  4. Knowledge of occupational hazards and procedures to enforce safe work practices.
  5. Ability to train, direct, coordinate, schedule, review and evaluate staff and work.
  6. Ability to interpret related scientific, technical, legal and financial reports, blueprints, schematics, diagrams, sketches, descriptions, surveys and other documents.
  7. Ability to independently analyze technical equipment and information to determine solutions.
  8. Ability to read, write and interpret documents including but not limited to safety rules, operations and maintenance instructions and procedure manuals.
  9. Ability to keep accurate records and prepare reports.
  10. Ability to work with mathematical concepts required in the performance of job duties.
  11. Ability to use various computer programs, including but not limited to Microsoft Office, CarteGraph, Asset Management Systems, GIS Systems and SCADA systems.

Qualifications

  1. High School Diploma or equivalent.
  2. Bachelor's Degree in Business Administration, Civil Engineering or Related Field.
  3. At least seven (7) years of progressive experience in the construction, operation and maintenance of sewer and water utility systems, two (2) years of which were in a supervisory or lead worker capacity.
  4. An equivalent combination of post-high education, training and related work experience which provides the knowledge, skills and abilities to perform the job may be considered for a year-for-year trade off for the Bachelor's Degree and seven (7) years of progressive experience. There is not a trade off for the two (2) years of supervisory or lead worker experience.
  5. Grade 1 Municipal Waterworks Operator in Charge License from the State of Wisconsin Department of Natural Resources including:
    1. Subclass D - Distribution,
    2. Subclass G - Groundwater
    3. Subclass I - Iron Removal
  • Basic Wastewater Operator Certification with subclass SS (Sanitary Sewage Collection System) is required within 18 months of employment. Advanced certification is preferred.
  • Possess valid Wisconsin Class D Driver's License. Class B Commercial Driver's License (CDL) Minimum is preferred. Village may provide CDL training assistance as appropriate.

    This position will generally work first shift hours. Incumbent may occasionally need to respond to emergency calls during off hours/days. This position will be double filled with current incumbent for a training period.

    Physical Requirements
    Job consists of a combination of sitting, standing, walking and driving. There will be exposure to
    heat, cold, wet, and slippery conditions. Frequently subject to work outside of a normal work hour/week schedule as weather or circumstances dictate, e.g. snowstorms, rain/windstorms, broken water mains, sewer failures or other events requiring response to protect the public as a result of natural or man-made circumstances. Typically, these events occur on an un-scheduled basis outside of normal work hours. In addition, there will be exposure to dust, noise and chemicals. Lift frequently 25 to 50 lbs., and constantly 10 to 20 lbs.
