General Responsibilities
The Dean is a non-teaching administrative role that leads division faculty and staff with effective and innovative leadership and advocacy in the promotion of student success outcomes. The Dean fosters a culture of care and belonging, promoting a climate of high performance in operational and academic excellence. The Dean provides vision and leadership in the development and implementation of long-term goals and objectives that align with the mission, vision, and values of HCC. Deans oversee the day-to-day operations of the division through planning, organizing, managing, and improving division operations. Deans report to the Associate Vice President of Teaching and Learning and collaborate with other Deans, Associate Deans, Department Heads and other institutional staff toward advancing the mission, vision, values and strategic goals of Howard Community College.
Work Performed

  • Provide leadership in the development and implementation of long-term goals and objectives that align with the mission, vision, and values of HCC.
  • Lead the coordination of academic curriculum and program development and implementation of the college's strategic plan.
  • Oversee divisional systems, monitor, evaluate, and modify processes, procedures, and standards ensuring alignment with HCC's mission, vision, values, goals, and objectives.
  • Leverage data needed to inform division activities that promote enrollment, completion, and retention for students.
  • Collaborate in the development of new, and support of ongoing, external partnerships (i.e., K-12, community partnerships, and articulation agreements).
  • Lead the coordination of internal and external grant proposals and administration.
  • Collaborate with Public Relations and Marketing to externally promote academic degrees, courses, and/or certificates.
  • Represent the division within HCC's shared governance activities.
  • Facilitate communication and collaboration within the division, HCC, and the community.
  • Oversee curriculum development and assessment of division programs and offerings.
  • Supervise, evaluate, develop, and support division policies and processes.
  • Monitor and create reports and practices that evidence institutional compliance with institutional, state, and federal policy.

  • Perform required department heads and staff observations and performance evaluations, as appropriate, in accordance with policy.
  • Manage and support staff and faculty, as appropriate, in accordance with policy, procedures, and aligned to departmental and divisional needs.
  • Support sabbaticals, promotions, etc. in accordance with policy, procedures, and aligned to departmental and divisional needs.
  • Maintain a culture of professionalism and uphold job expectations equitably.
  • Supervise staff and faculty, as appropriate.
  • Collaborate with faculty and staff to identify student needs to improve services and programs for the institution.
  • Communicate with division faculty and staff about policies and procedures.
  • Develops, oversees, analyzes, and makes budget decisions in alignment with the college's strategic plans, values, and priorities.
  • Provides direction and oversight to assist personnel with completing and complying with education and training requirements.
  • Provides leadership and oversight of student-centered schedule creation.
  • Lead the hiring, supervising, management, and mentorship of full-time faculty and staff.
  • Perform other duties as assigned.


Minimum Education Required Master's degree
Minimum Number of Years Experience Required 5
Other Knowledge Required
KNOWLEDGE REQUIRED
Minimum of a master's degree or its equivalent.
Minimum of five years of leadership experience with a demonstrated track record of success.
Minimum of five years of postsecondary-level teaching.
Effective written and verbal communication, with preferred experience in grant writing.
Knowledge and understanding of diversity, equity, inclusion issues, and best practices in higher education.
Knowledge of best practices in areas related to the division.
Proven record of excellent strategic planning, goal setting, and leading faculty and administrators toward outcomes.
Evidence of excellent interpersonal and communication skills and the ability to work cooperatively with students, faculty, administrators, and other constituents.
Proven leadership and demonstrated ability to mediate conflict.
Demonstrated ability to draw connections and foster interdisciplinary collaboration.
Ability to work independently, flexibly, and as part of a team.
Working knowledge of technology and data analysis as it applies to higher education.
Knowledge and demonstrated understanding of HCC's mission and priorities, with emphasis on teaching and learning.
Ability to use technology to effectively gather data and manage enrollments, class schedules, and space/facilities planning.
A working knowledge of curriculum and instructional planning, development, and assessment.
Ability to coordinate the operation and policies of non-credit and skilled trades programs with other areas of the college.
OTHER REQUIREMENTS

  • Ability to maintain strict confidentiality and utmost discretion in interpersonal and written communication.
  • Ability to work cooperatively both as a team leader and team player.
  • Ability to work under stressful conditions and effectively handle difficult situations within college guidelines and policies.
  • Ability to independently identify and problem solve; make decisions and follow through, identifying the resulting process improvement opportunities.
  • Strong communications skills, which include the ability to write clearly and concisely.
  • Ability to interact effectively with others to determine needs and resolve conflicts.
  • Regular, timely attendance is a requirement of this job.
  • Ability to fulfill duties outside of traditional hours.
  • Performs all duties while considering the impact of any actions on the college's sustainability initiatives in environmental stewardship, social responsibility, and economic prosperity.


PREFERRED QUALIFICATIONS

  • Doctorate degree, or equivalent, in one of the disciplines within the division.
  • Experience or familiarity with course schedule building and enrollment tracking.
  • Previous supervisory experience in higher education.
  • Demonstrated ability to effectively lead teams to implement strategic goals and initiatives.
  • Experience with budget management.
  • Previous experience with curriculum development, management, and assessments.

Working Conditions
Responsibilities involve deadline, and time driven conditions (i.e., high volume of work and student, faculty and staff contacts) and considerable multi-tasking. Flexibility in scheduling to meet department and division needs is required. Must be able to work overtime and outside of normal daytime working hours when necessary to complete assignments.

As a participating member of the Maryland Retirement and Pension System, HCC offers two retirement options: The Pension, which requires a 7% employee contribution and The ORP, a 403(b) with a 7.25% employer contribution only. Employees in positions that do not require a bachelor's degree must participate in The Pension. Employees that possess a bachelor's degree and hold professional positions that require a bachelor's degree may choose to participate in either The Pension or The ORP.
