The Program Manager-Emergency Fueling Solutions is a lead role in driving Mansfield's business development and operational execution for the Emergency Response service offering. This individual will be responsible for managing and expanding our network of emergency response partners, overseeing the logistics and operations of all emergency deployments, and ensuring seamless contract management and financial reconciliation post-deployment. From a business development perspective, the Program Manager will be tasked with keeping a pressurized pipeline of prospects in order to meet annual sales targets and achieve growth trajectory.

This position requires a blend of strategic business development, operational leadership, and hands-on execution, ensuring that Mansfield's Emergency Response program and specialty product lines continue to grow, operate efficiently, and deliver value to our customers.

Key Responsibilities

Business Development & Partner Network Management

  • Establish and expand Mansfield's Emergency Response partner network, ensuring a reliable and scalable vendor base.
  • Develop and maintain strong relationships with vendors and customers, ensuring alignment on service expectations and performance.
  • Identify, onboard, and negotiate agreements with new vendors to enhance service capabilities and geographic coverage.
  • Work closely with internal teams (Supply, LTL Procurement, Carrier Relations, and Operations) to create a comprehensive support network for emergency response.

Logistics & Emergency Response Operations

  • Oversee the execution of all emergency response deployments, ensuring rapid, efficient, and cost-effective service delivery.
  • Develop standard operating procedures (SOPs) for managing emergency response activations and ensure smooth coordination among all stakeholders.
  • Monitor real-time deployment logistics, troubleshooting any issues that arise and optimizing response efficiency.
  • Track and report on key performance indicators (KPIs), including response times, service completion rates, and vendor performance.
  • Ensure compliance with all regulatory and safety requirements in emergency response operations.

Contract & Financial Management

  • Manage buy and sell contracts with both vendors and customers, ensuring clear terms and conditions that protect Mansfield's interests.
  • Track contract performance, ensuring all retainer fees, service charges, and margins are properly billed and collected.
  • Collaborate with internal finance teams to ensure accurate and timely customer invoicing post-deployment.
  • Work closely with the billing and accounts payable teams to ensure prompt and accurate payments to vendors.
  • Maintain a centralized financial tracking system for all emergency response activities, ensuring complete visibility into program profitability.

Program Development & Growth Strategy

  • Develop and execute a go-to-market strategy to expand the Emergency Response Program, working with sales teams to drive adoption.
  • Implement marketing initiatives to position Mansfield as a leader in emergency response solutions.
  • Develop sales enablement tools and materials to support the commercial team in selling emergency response services.
  • Continuously refine and improve program offerings based on market feedback and performance data.
  • Maintain P&L ownership for the Emergency Response Program, ensuring financial viability and long-term growth.

CRM & Reporting

  • Monitor and manage the CRM system, ensuring all emergency response opportunities and contracts are accurately tracked.
  • Provide weekly reporting on business development activity, financial performance, and operational efficiency.
  • Utilize data analytics to identify opportunities for process improvements and increased profitability.

Prospecting & Sales

  • Obtain new accounts by planning and organizing daily work schedule to make inside sales calls on existing or potential customers/prospects with sales team.
  • Make formal and informal sales presentations
  • Develop and implement effective sales strategy
  • Manage CRM pipeline of prospects and execute daily contact within the system and sales team
  • Understand customer needs and requirements, discuss current Mansfield Oil solutions and product offerings, to effectively utilize these offerings to fully serve our customers and improve our position within our customer base
  • Prepare sales proposal by quoting pricing, credit terms and service offerings to customer based on knowledge of company's operational capacity and established ROI thresholds

Marketing & Value Proposition

  • Create and maintain marketing materials specific to the product line and distribute to the sales teams
  • Train the sales team on how to best position the sale of the product line and its various service types
  • Ensure calculators for ROI and opportunity cost are maintained and available to the sales team and our prospect

Position Requirements

Education & Certification:

  • Bachelor's degree in Business, Operations, Supply Chain, or a related field preferred.

Experience:

  • 3+ years of experience in operations, logistics, or emergency response management preferred.
  • Experience in vendor management, contract negotiations, and financial reconciliations.
  • Knowledge of fuel logistics, distribution, and specialty product lines (Fleet Cards, Fuel-All, LTL, etc.).
  • Prior experience in customer service, sales, or account management is a plus.

Skills & Competencies:

  • Strong logistics and operations management skills.
  • Excellent negotiation and contract management abilities.
  • Ability to work cross-functionally with sales, finance, and operations teams.
  • Strong financial acumen, with experience managing program P&Ls and billing reconciliation.
  • Proficiency in CRM systems (e.g., Salesforce) and Microsoft Office Suite.
  • Excellent problem-solving and decision-making skills.
  • Ability to handle high-pressure situations and multi-task in a fast-paced environment.

Work Environment & Expectations

  • 40-hour work week, with on-call availability for emergency deployments as needed.
  • Some travel may be required to meet with vendors, oversee deployments, and attend industry events, presentations to prospects/customers.
  • Three days in office, two days work from home option weekly.
