EXCEED LLC is looking for an experienced, energetic HR professional to support the Saint Louis Job Corps Center. This is a salaried/exempt position and reports to the Human Resources Manager. Responsible for administration of Human Resource programs involving salary administration, benefits, training, employee relations, rewards; policy management and general administration. Demonstrates on-going commitment to preparing young people for the workforce by modeling, mentoring, and monitoring excellence in the eight Career Success Standards of: workplace relations and ethics; information management; communications; multicultural awareness; personal growth and development; career and personal planning; interpersonal skills and independent living.

Duties & Responsibilities:

  • Administers recruitment, screening and hiring programs for all center staff.
  • Participate in the development and implementation of an effective new hire orientation program.
  • Ensures compliance with all contractual requirements relative to the human resources function.
  • Monitors personnel and employment practices to ensure compliance with federal, state, and local laws.
  • Prepares and submits required reports (e.g., vacancy/separation, training tracker, overtime, etc.) in a timely and accurate manner.
  • Coordinates employment activities, including recruitment, testing, reference checks, and related employment matters.
  • Administers the preparation and maintenance of procedures for new hires, transfers, separations, salary changes and other personnel practices.
  • Provides guidance and assistance to supervisors in the administration of the progressive discipline system.
  • Keeps all personnel records in a confidential manner.
  • Assists with coordinating staff performance appraisals, compiles evaluation ratings from department managers, and prepares a summary report outlining overall ratings that is used for recommending salary adjustment, merit increases, or one-time bonuses.
  • Administers employee benefits program.
  • Communicates Center human resources directives.
  • Monitors Center worker's compensation and OSHA programs.
  • Assist in administering tuition refund assistance program.
  • Attends in-service training sessions.
  • May provides staff training to center management personnel as it relates to Human Resources.
  • Adheres to all aspects of Quality Assurance Plan.
  • Cultivate and maintain a climate on center that is free of harassment, intimidation, and disrespect to provide a safe place for staff and students to work and learn.
  • Clearly communicates and consistently models appropriate CSS and employability skills including personal responsibility and computer fluency.
  • Maintains accountability of staff, students, and property, adhere to safety practices in all areas of responsibility.

Education & Experience:

  • Two - three years of Human Resources generalist experience required.
  • Bachelor's degree in human resources or another related field and/or equivalent combination of education and experience; SHRM/PRH certification preferred.
  • Proficiency in MS Word, Outlook and Excel and payroll processing systems.

Additional Requirements:

Skilled in policy administration, compensation, and rewards management. Must be able to conduct data analysis relating to human resources metrics. Ability to compose descriptive reports; use appropriate techniques to implement programmatic activities; verbally direct individuals and groups; remedy dysfunctional behavior; intervene with students in crisis with aggression control/ safe physical management restraint techniques. Ability to successfully complete mandated training courses. Knowledge of methods needed to instill appropriate behavior as well as work and study habits in adolescent students; of housekeeping techniques and management; to read, comprehend, interpret, communicate, and execute instructions or directives fluently in English. Ability to operate a personal computer. Excellent communication skills, both oral and written. Position requires an ability to drive an automobile. In addition, individual must be able to interact with team members and maintain an effective working relationship with all facility staff and departments.

Environmental Demands:

Position requires ability to spend 5% of work time outside and 95% of work time indoors; ability to withstand moderate noise levels, including voice levels 90% of work time; ability to work in high temperature settings during the summer months; and ability to work in low temperature settings in winter months.
