Primary Function of Organizational Unit
The College of Education at East Carolina University houses six instructional departments as well as the Office of Research and Innovation, Educator Preparation, Rural Education Institute, McClammy Counseling and Research Laboratory, and the Center for STEM Education.
The mission of the College of Education is the preparation of professional educators and allied practitioners, including professionals in business information systems, counseling, electronic media, and librarianship. Significant to this mission is a strong commitment to three important related areas, all of which are realized through partnerships and other endeavors. These three areas are:
1. the encouragement and nurturing of professional growth for educators and allied practitioners at all levels and in all areas of the educational endeavor;
2. a continuing emphasis on and support for scholarship and research/creative activity;
3. and service in all areas of professional education.
The mission of the College of Education's Rural Education Institute ( REI) is to facilitate partnerships and research-driven innovations that provide enhanced opportunities for pk-16 students and their families in rural communities. REI serves as a collaborator with rural communities to research, innovate, and widely disseminate knowledge to benefit rural people and places. REI supports all areas of the College of Education as well as the college's Latham Clinical Schools Network ( LCSN), partnerships with all 43 school districts in eastern NC.
REI leads the state affiliate for the National Rural Education Association and publishes Theory & Practice of Rural Education, a leading rural education research journal. REI establishes sustainable research-practice partnerships with rural schools and community partners through externally funded projects. REI also provides fee-based services in Grant Development, Professional Development (PD), Program Evaluation, Research and Design, Symposium/Conference, and Technical Assistance. REI works with faculty within COE, ECU, and nationally to amplify the impact in rural schools and communities.
Job Duties
INTERNAL POSTING: Open only to applicants currently employed by East Carolina University.

The College of Education Rural Education Institute Director is a full-time, 12-month position with no more than 49% reassigned time for the selected faculty member to fulfill the administrative as the director of REI. On average, the director will be expected to teach, or account for through funding, at least three courses per year.
Additional responsibilities of this position include:
Supervisory Operations: Responsible for a) overseeing the management of systems, operations, and budgets to ensure efficiency, productivity and safety, including overall risk- reduction and compliance with best practices in program and grant administration, b) manages information technology to ensure efficiency and productivity, including identifying solutions to address current challenges and future needs, and c) works with REI staff and faculty affiliates to support programming and external commitments.
Strategic Direction: Responsible for a) overseeing current programs, ensuring successful service delivery, b) identifying and addressing areas of need/gaps in services, c) seeking affiliations to support new external funding opportunities, d) working closely with College of Education/ ECU to complete requirements for the development of new services and programs, and e) providing support at college level for leadership and administrative service in rural innovation and partnership f) managing publication process for Theory and Practice in Rural Education journal.
Personnel Management: Responsible for a) supervising grant affiliated faculty and REI staff, b) planning and implementing ongoing, systematic professional development and skills upgrade opportunities for staff, and c) overseeing reporting and providing administrative supervision to REI staff including Human Resources functions
Partner Development: Responsible for a) cultivating partner collaborations, b) leading REI staff and affiliates in regular meetings with external funding program staff, and community partner meetings, and c) facilitating goal setting with partners on behalf of COE rural innovation and partnership endeavors.
Evaluation and External Funding Development: Responsible for a) assisting in coordination of evaluation activities to support ECU/ COE/ REI strategic priorities, b) supporting grant development and administration for current and future programming, and c) establishing networks for COE rural innovation and partnership.
Minimum Education/Experience

  • Doctoral degree in education or related area; Qualifying degrees must be received from appropriately accredited institutions and conferred by the time of application.
  • Tenured Associate Professor or Professor
  • 10 years of relevant experience collaborating with rural schools and communities
  • Demonstrated record of securing substantial funding in support of research and creative activities; record of grant administration
  • Demonstrated authentic, sustained community engagement
  • Demonstrated ability to form relationships/partnerships within and out of the College of Education

License or Certification Required by Statute or Regulation

Preferred Experience, Skills, Training/Education
* Administrative experience, especially leading and supervising university faculty and staff.
* Experience working with universities, community colleges, pk-12 schools, families, and other rural community organizations.
* Documented projects related to advancing rural education on local, regional, national, and international levels.
* Experience seeking and securing external funding related to rural education.
* Experience in supporting rural education collaborations and research at state and national levels.
* Excellent communication skills both oral and in writing.
* Excellent organizational skills and leadership skills.
* Ability to establish and support a collaborative environment.
* Proficiency in MS Word, Powerpoint, Excel, and digital file sharing and database systems.
License or Certification Required by the Department
