The State Highway Administration's (SHA) Office of Highway Development is recruiting for a
Senior Transportation Engineer (Transportation Design Engineer V) position in
Baltimore City. This position is open to anyone who meets the
minimum and selective qualifications listed below

Nature of Work: The main purpose of the Senior Transportation Engineer is to function as a team leader in either the Highway Design Division or the Active Transportation Division and perform duties as a licensed professional engineer.
The Highway Design Division designs and manages a nearly two-billion-dollar capital program of some of the most significant highway projects within the state, including new interchange construction, dualization, streetscape, sidewalk, and shared-use path projects. The division operates under a matrix management approach with the dual priorities of project delivery and staff development. Team leaders within the Highway Design Division perform a variety of project roles, including roadway design, project management, and quality management and may function as discipline leads for the core divisional functions. Team leaders are also responsible for administrative duties for a team of two to six lower-level engineers and technicians, including mentoring, personal development, and workload management.
The Active Transportation Division is responsible for managing the accessibility funds (ADA, sidewalk, and bicycle facilities) for the organization. The division is also responsible for managing the pedestrian Safety Action Plan Program, which follows a data-driven approach to prioritize corridors where safety and accessibility needs of vulnerable road users are most prevalent. Team leaders within the Active Transportation Division manage and deliver projects utilizing a team of lower-level engineers, technicians, and consultants.

Qualifications

Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment.
Experience: One (1) year of experience managing engineering projects as a licensed, professional engineer. Selective Qualification: Two (2) years of experience involving the design and/or management of highway projects.
*This statement contains a selective qualification, which is more focused in scope than the minimum qualifications for this classification. Selective qualifications are utilized when the position requires specific or additional bona fide occupational qualifications (i.e., knowledge, skill, or ability). Preferred Qualification: The ideal candidate should have the following:
- Experience managing complex, major transportation projects during the design phase
- Ability to perform and review the following: horizontal and vertical geometry, superelevation, Right of Way impacts, Earthwork calculations, and Maintenance of Traffic plans
- Thorough knowledge of how to compile all the necessary information for a complete set of contract documents necessary for advertising and bidding
- Proficient in preparation of cost estimates, both construction and engineering.
- Proficient in developing and maintaining design schedules for multiple projects
- Thorough knowledge of the American Association of State Highway and Transportation Officials (AASHTO) design guidelines
- Previous leadership and supervisory experience, including managing consultants and consultant teams
- Excellent written and verbal communication skills
