The applicant shall apply knowledge and experience in acquisition and logistics program management philosophy, policies, and procedures to DoD, USAF, and sister service systems, subsystems, and equipment procurement activities, including prime mission equipment and support equipment, post-award project/program management tasks, and planning for the accomplishment of various program milestones and acquisition programs for the B-52 program, AFLCMC/WBD, in Oklahoma City, OK

Essential Skills

Knowledge of weapon system program and project assistance and timely and accurate management advice and assistance to facilitate aircraft modernization and sustainment program implementation including but not limited to program/project integration for the B-52 Sustainment Reviews, Internal Program Review, Program Status Review, POM, Sustainment Roadmap, Sustainment Dashboard, and facilitating/assisting with the life cycle integration teams.

Support weapon system acquisition, life cycle management, planning and program management, problem solving, weapon systems supply chain management, sustainment support and project services.

Experience and knowledge of IPS planning and product support and sustainment strategy development and execution, much of the life cycle logistician's responsibilities also includes joint responsibility with their systems engineering counterparts on influencing design for supportability, Configuration Management (CM), reliability and maintainability analysis, TD/product data management, and supportability analysis.

Understand and successfully demonstrate the applicable competencies and proficiencies underlying the seven LC competency areas identified in the 2019 DoD Logistics Human Capital Strategy (LHCS).

Assist with the planning, development, implementation and management of effective and affordable PSS throughout the life cycle for weapons, materiel, or information systems, as addressed in the DoD5000- series.

Perform a principal joint and/or Component logistics supportability role during the acquisition and sustainment phases of the system life cycle.

Support development and implementation of outcome-based PSS strategies that optimize readiness and LCC affordability.

Develop and document the PSS in a Life Cycle Sustainment Plan (LCSP), which describes efforts to ensure the system's design, as well as the development of the product support package, are integrated and contribute to achieving life cycle sustainment outcome metrics.

Assist in performing project planning, project monitoring and control, supplier management, integrated project management, risk management, root cause analysis, and process improvement.

Apply knowledge and experience with documents and concepts to include the Defense Acquisition Management Framework, types of funding, Product Support Elements (PSE) and implementation guidance in accordance with AFI 63-101, DoDI 5000.02 Operations of Defense Acquisition Systems Enclosures 1 - 12 and other applicable guidance.

Assist in the preparation of briefings, reports, and visual aids as requested.

Assist in the preparation of timely and accurately cost estimates for all phases of acquisition and sustainment of B-52 procurement programs.

Compile, consolidate, interpret, and summarize budgetary data for preparation of supportive documentation and budget estimates for POM preparations.

Review obligations, expenditures, reimbursable orders, and allotment requests to ensure funding is expended in accordance with plans and schedules and shall make sound recommendations for reprogramming.

Support for the full spectrum of actions required to award contracts, delivery orders, task orders, and other transactions, to include acquisition/contract strategy development, analyses, RFPs, review of proposals, contract negotiations, and post-award actions as assigned by the Government for weapon system/subsystem acquisitions.

Provide support for strategic scheduling and planning documentation such as the Integrated Master Plan (IMP) and the Integrated Master Schedule (IMS) and develop and coordinate a reporting framework for event-based activities during the work efforts.

Perform analyses to support program strategy decisions and courses of action. The Contractor shall provide a program assessment for integration of documentation to ensure consistency with program strategy and consistency across all milestone documentation.

Develop and collect technical data and inputs for staff summary packages to support coordination and signature of all associated documents for milestone approval.

Support key acquisition events and reviews as needed, including, but not limited to: System Requirement Reviews (SRRs), Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs), Test Readiness Reviews (TRRs), Technical Coordination Meetings (TCMs), Functional Configuration Audits (FCAs), Physical Configuration Audits (PCAs), Production Readiness Reviews (PRRs), and milestone documentation development.

Provide assistance to the Government for the development of key program metrics and shall perform periodic reviews to identify variances to program/project plans and potential issues for Government consideration. Development and review of metrics shall not only consist of traditional DoD acquisition performance metrics, but also consideration and implementation of modern measures of performance, to include commercial best practices and to support Agile and other transformative development methodologies.

Required Skills

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Bachelor's degree in a related field plus 12 years of relevant experience with a Master's degree plus 10 years of relevant experience.

A SECRET clearance is required Day 1.
