Job Summary

Reporting to the Associate Chief Human Resources Office-HRA, the Director of Strategic Staffing establishes and implements district-wide best practices in talent acquisition programs, assesses MCCCD's capabilities in attracting and selecting the right talent to meet current and future business needs, and establishes and measures hiring goals for the District Office. In connection with College and District leaders, provides guidance on staffing strategies, talent acquisition systems, continuous improvement, policies and processes. The Director of Strategic Staffing is also responsible for the day-to-day leadership and vision of the District's talent acquisition function by building and improving on operational recruitment processes.

To best serve the students, department, and colleges, this position requires a physical onsite presence at the assigned office location, with the possibility of partial remote work depending on business needs.

Essential Functions

25% - Provides insight, input and to identify and implement strategies, recruitment branding, social recruiting platforms, streamline existing processes, and provide talent acquisition solutions; provides a strategic framework for District-wide recruiting efforts

25% - Leads and develops Strategic Staffing team by establishing performance expectations, providing ongoing feedback and coaching, ensuring proper staffing levels, as well as leading by personal example and accountability; ensures the team consistently delivers a best-in-class experience by optimizing the use of existing processes and tools while improving standard processes

20% - Manages relationships with colleges and leadership; works collaboratively across the District to ensure consistent communication of the strategic staffing branding, messaging, policies, processes and programs; participates in system-wide councils and initiatives

20% - Oversees and advises on various recruitment programs including on-boarding, pre-employment screening, pay placement and background screening processes. Develops training initiatives that support interviewing, hiring best practices, policies, workflow best practices, new initiatives, system enhancement and other initiatives

10% - Develops reporting and metrics and ensures accuracy in reporting tools; evaluates metrics and ensures the proper metrics are in place to drive continuous improvement; implements new processes, metrics, assessments and practices to increase business satisfaction

Minimum Qualifications

Bachelor's Degree from a regionally accredited institution in human resources or directly related field, six (6) full-time equivalent years of progressively responsible human resources experience that includes the administration of policies and procedures, advanced, complex analysis, program oversight, and two (2) years of supervisory experience.

OR

An equivalent combination of the conferred degree and directly related full-time work experience as described above sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation, may be considered.

Desired Qualifications

1. Previous experience working in higher education
2. Three to five years in leadership role overseeing recruitment teams
3. Strong knowledge of Applicant Tracking Systems (ATS) and recruitment tools
4. Experience leading, mentoring, and developing a team of recruiters, ensuring high performance and engagement
5. Proven track record of developing and implementing recruitment strategies at an organizational level, preferably in a mid to large size organization

  • May be required to lift or carry up to 15-20 lbs.
  • May be required to sit for prolonged period of time; viewing a computer monitor
  • Repetitive hand movements for typing, using a mouse, and other office equipment
  • Ability to focus and concentrate for extended periods while handling multiple tasks
  • Frequent communication with team members, leadership, and external stakeholders via email, phone, and virtual meetings
  • Strong attention to detail and problem-solving skills in a structured work environment
