Posting Summary
Rutgers, The State University of New Jersey, is seeking a Personnel Manager for the Graduate School of Education. Reporting to the Senior Director of Finance and Administration of the Graduate School of Education, this position plans, implements and evaluates the delivery of high level, customer focused, strategic HR programs that deliver value and transparency to the GSE faculty and staff - demonstrating the highest commitment to broad representation without bias.
Among the key duties of this position are the following:

  • Develops and implements programming in support of staff development that includes mentoring, coordination of skills training and professional development, and in consultation with GSE standing committees when providing programming for faculty.
  • Educates all faculty and staff on compliance requirements.
  • Tracks employee compliance and serves as a point of contact for all policies relating to the faculty tenure, appointment, and promotion process.
  • Ensures all position lifecycle procedures for faculty and staff, including coordination with Payroll, University Human Resources, and all other appropriate GSE and university stakeholders, are completed timely and appropriately.
  • Serves as a key contributor in the creation, communication, and dissemination of school-wide human resources policies and procedures and ensures compliance and equity within the Graduate School of Education community.
  • Develops and maintains a human resources system that aligns with GSE mission, vision and strategy.
  • Understands and interprets the policies and procedures of the various unions representing the faculty and staff of the Graduate School of Education.
  • Manages recruitment activities such as advertisements, relationships with external staff and faculty recruitment agencies.
  • Works directly with University Human Resources, the GSE Senior Director, and hiring officers, is primarily responsible for salary recommendations and participates in negotiations related to staff and faculty compensation.
  • Conducts periodic and as-needed staff position classification and review.
  • Supervises the work of the GSE HR Administrative Assistant.
  • Ensures the proper maintenance and accuracy of electronic personnel records and databases.
  • Serves as the school's HCM approver for new hires and reappointments and Authorizer approver for Class 1 faculty/staff hires.
  • Provides routine and ad hoc reports as necessary to the Dean, Senior Director and hiring officers.

Qualifications


Minimum Education and Experience

  • A bachelor's degree preferably in human resources or business administration or an equivalent combination of education and/or experience.
  • Plus five years of administrative or human resources experience in a professional office with strong customer interaction.

Certifications/Licenses
Required Knowledge, Skills, and Abilities

  • Excellent attention to details, excellent communication and interpersonal skills, and computer literacy in Microsoft Office.
  • The ability to respond effectively to the most sensitive inquiries or complaints.
  • Previous experience in an academic setting; experience with business administration; and working knowledge of, and familiarity with, Rutgers HR systems, similar systems, and database design preferred.

Preferred Qualifications

  • Prior experience providing administrative/program support to an academic unit.
  • Competence with following computer programs: MS Office (including Word, Excel, Access & PowerPoint), database design, web navigation and email.
  • Familiar with following Rutgers University applications such as HCM, ROCS, Salesforce, and RCM Budget Models.

Equipment Utilized

  • Microsoft 365, Sharepoint, and Teams applications.
  • Excel, Access, and other Microsoft Office applications.
  • Rutgers online office systems such as PeopleSoft, ROCS.
  • Common office equipment such as desktop and laptop computers and copiers.

Physical Demands and Work Environment
  • Ability to lift and carry up to 15 pounds.
