ANALYGENCEprovides our government client with SETA support to include the application of cyber acquisition and program management expertise resulting in superior performance of command-wide programs and operations. Our support furthers the mission to unify the direction of cyberspace operations, strengthen DoD cyberspace capabilities, and integrate and bolster DoD's cyber expertise. We are currently seeking aSenior Acquisition Advisor to join our team. In this role you will ensure the client is able to conduct its mission to enhance its competitive advantage through partnerships with the S&T Community, Research Labs, Commercial Entitles and across DoD. You will be responsible to support in a mix of project/program management with contracts/acquisition direct work. Additional responsibilities include:
- Apply knowledge of the Federal Acquisition Regulation (FAR) and FAR supplement regulations, business/industry practices, and market trends.
- Coordinate with appropriate USCYBERCOM Government officials to obtain review and approval.
- Develop and maintain an IT acquisition tracking sheet or MS Access database that contains easy to retrieve point of contact information, associated IT acquisition information, and tracking numbers and information.
- Assist with the review and analysis of acquisition plans (to include assisting with market research reports).
- Contribute to the analytical review of justifications, determination and findings, and DD254s.
- Develop and maintain contract management tracking sheets or MS Access database that contains easy to retrieve point of contact information, associated contract information, tracking numbers and information, associated funding information, to include funding lines, MIPR numbers, and timelines tracking a MIPR from initiation through funds placement on contract, and recommendations for when funds are needed.
- Assist with contract closeout activities and research of historical documentation and information needed for contract closeout.
- Ensures pre-award, contract, and post-award documents and supporting documentation are accurate, complete, clear, and concise.
- Review a diverse variety of requisition packages for adequacy and compliance with administrative, and procedural requirements and consistency with current market practices and conditions.
- Develop and maintain records necessary to detect possible contract overruns/underruns, so that appropriate funding actions may be performed in a timely manner.
- Bachelor's degree with an additional 2 years of experience in performing requirements for a total of 12 years; or HS diploma/Associates degree with an additional 6 years of experience in performing requirements for a total of 16 years)
- Basic understanding of project management principles
- Basic understanding of DOD acquisition lifecycle
- Experience working in a complex cyberspace operation and/or multistakeholder environment
- A minimum of 10 years of experience in contract management performing all aspects of acquisition life cycle activities (pre-award, award, post-award) including development of acquisition documentation; data collection and analysis; invoice review/analysis; deliverable management; and development of status reports, briefings, or other ad-hoc products to meet customer needs
- Five years' experience implementing project management principles and managing, tracking, and coordinating a wide range of actions, documents, and tasks through the completion
- Experience in technical writing and documentation of complex technical concepts
