Overview

LMI is seeking an Acquisition Consultant who will provide contracting and acquisition requirements support. The position will be required to provide subject matter expertise for the work described. Liberal telework will be acceptable with occasional requirements to visit the client office at Fort Gregg Adams, VA.

Responsibilities

    Provides management and follow-on acquisition planning, requirements documentation package development, and subsequent post award management support for the LIS ID/IQ contracts
  • Assists with pre- and post-award for assigned contracts, including drafting and/or reviewing acquisition documents (i.e. Business Case, Market Research, Acquisition Plan/Acquisition Strategy, Determination and Findings (D&F) and Limited Source Justification (LSJ)
  • Responsible for developing materials in support of acquisition approach and strategy to include timelines and milestones for FAR based and other rapid acquisition approaches
  • Develops, drafts and edits multiple types of program acquisition and contract documents
  • Responsible to track changes in DoD and Army acquisition and procurement regulations / instructions / policy and interpret the changes for the organizational tasks
  • Drafts Source Selection Evaluation planning, including development of evaluation criteria, instructions to vendors, training for evaluation teams, creating schedules, and editing Government reports and documents
  • Conducts Market Research and assistance with industry interactions
  • Develops and monitors performance measurement baseline metrics including cost, schedule, and scope baselines


Qualifications

Required Qualifications:

  • 3+ years' experience in Defense acquisition and contracting. Must be familiar with the Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulation (DFAR), and other acquisition regulations
  • Values and provides excellent customer service
  • Ability to participate effectively and build consensus across a cross-functional team
  • Demonstrated understanding of the agile software development process
  • Experience with contract formation and management to support development of materials for Software, System Integration, and SETA support contracts
  • Demonstrated knowledge in Business Capability Acquisition Cycle (BCAC) (DoD 5000.75 or similar) to support the development of key deliverables and work products including but not limited to: Capabilities Implementation Plans, initial integrated master schedules, work breakdown structures, market research, requests for information, solution analysis, and initial intellectual property strategy
  • Demonstrated knowledge of Government contract and subcontract management, specifically with Source Selection Evaluations under multiple contract types
  • Previous experience providing acquisition support to an Army or DoD Program Offices
  • Excellent computer applications skills, especially with MS Office products (e.g. Word, Excel, PowerPoint Outlook, Project) and SharePoint
  • Must possess and maintain a Secret Security Clearance

Desired Qualifications:

  • Bachelor's degree; Master's degree a plus
  • Experience in developing acquisition strategy and documentation for Other Transactional Authority (OTA) prototypes that move into production for DOD 5000 series programs
  • Defense Acquisition Workforce Improvement Act (DAWIA) Acquisition Level II or higher certification

Targeted Salary Range: $71,000 - $100,000
