Lawrence Berkeley National Lab's (LBNL) Information Technology Division has an opening for a Manager of Strategic Technology Acquisition to join the team. This leadership role oversees the identification, evaluation, and acquisition of critical technologies and systems, managing large-scale scientific and operational initiatives. They collaborate with IT Division departments to align technology solutions with strategic goals and funding opportunities. Additionally, they manage vendor relationships, negotiate contracts, ensure compliance with procurement policies, and oversee technology integration. A key focus is driving innovation by identifying emerging technologies to enhance Berkeley Lab's research and operations. The role ensures acquisitions are secure, scalable, and mission-aligned, ultimately shaping the Lab's technology landscape and advancing its scientific objectives. What You Will Do:
Develop and implement a comprehensive technology acquisition strategy that aligns with Berkeley Lab's IT objectives and long-term mission.
Collaborate closely with IT Departments and groups within Berkeley Lab to absorb, understand, and provide guidance on appropriate hardware and software solutions tailored to their needs.
Build and maintain strategic partnerships with vendors, manufacturers, and suppliers to ensure the timely delivery of solutions and services.
Work in concert with the OCFO Procurement group to negotiate contracts, ensuring alignment with Berkeley Lab's policies, DOE guidelines, and budgetary constraints.
Lead cross-functional teams in the evaluation and selection of technologies, ensuring scalability, security, and sustainability.
Ensure compliance with Berkeley Lab's procurement and security policies, coordinating with internal stakeholders, including procurement and legal teams, to minimize risk and guarantee contractual obligations.
Oversee the lifecycle management of acquired technology, including vendor performance assessments, renewal negotiations, and decommissioning plans.
Develop and manage budgets related to technology acquisitions, ensuring financial oversight and adherence to cost-saving initiatives.
Develop and maintain an accurate inventory of all software assets, licenses, and subscriptions.
Assist in the implementation and management of a centralized software asset management system to track license entitlements, allocations, deployments, and usage.
Ensure compliance with software licensing agreements, including tracking license expiration dates, renewals, and software audits.
Collaborate with IT teams to optimize software deployments, minimize license violations, and identify cost-saving opportunities.
Conduct regular software audits to identify unauthorized installations, maintain compliance, and optimize license utilization.
Conduct cost recovery actions to recover costs ahead of renewals and when a user requests a new piece of software.
What is Required:
Bachelor's/advanced degree in a related field and/or equivalent training experience with preferably a minimum of 8 years work experience including program planning, scheduling, and budgeting. Experience with utilizing computerized databases and information systems.
Proven expertise in managing complex technology acquisitions, including contract negotiation, vendor management, and compliance with procurement regulations.
Knowledgeable and skilled in all aspects of program/initiative planning, budgeting, and scheduling.
Strong understanding of IT infrastructure, enterprise systems, and emerging technologies relevant to scientific research environments.
Ability to lead and mentor a team, with a proven track record in building high-performing teams.
Demonstrated experience collaborating with multiple stakeholders to deliver tailored technology solutions.
Excellent negotiation and interpersonal skills with the ability to influence and collaborate with stakeholders at all levels.
Demonstrated success in managing budgets, driving cost-saving initiatives, and ensuring ROI on technology investments.
Ability to work in a fast-paced, dynamic environment, with a strategic mindset and attention to detail.
Excellent communication skills, both written and verbal, with a track record of presenting complex ideas to diverse audiences.
Knowledge of cybersecurity and IT compliance requirements in relation to technology acquisitions.
Desired Qualifications:
Experience in a leadership role.
Experience in or familiarity with DOE, Lab, or University of California policies and procedures.
Familiarity with DOE procurement policies and practices, including an understanding of government contracting regulations.
Experience working in a strong safety culture
Knowledge of relevant LBNL policies and procedures.
Knowledge of LBNL systems (such as Asset Management System, FMS, eBUY, TREX).
Notes:
This is a full-time career appointment, exempt (monthly paid) from overtime pay.
This position is expected to pay $135,492.00-$169,368.00, which fits within the full salary range of $135,492.00-$228,660.00 for the Z10.3. Salary for this position will be commensurate with the final candidate's qualification and experience, including skills, knowledge, relevant education, certifications, and aligned with the internal peer group.

Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab. Work schedules are dependent on business needs, and remote work schedules may be considered.
