General Responsibilities
The Operations Specialist is responsible for awarding noncredit financial aid for the division of Workforce, Career, and Community Education ( WCCE). The Operations Specialist possesses a comprehensive understanding of federal and state regulations and institutional policies and procedures in order to accurately guide students through noncredit financial aid/scholarship application processes. Additionally, this position manages the WCCE drop-safes, monitors outstanding student balances, oversees WCCE cashiering, and creates purchase orders for the WCCE operations cost center. Work is performed in an accurate and timely manner under supervision and in compliance with Generally Accepted Accounting Principles ( GAAP) guidelines.
Work Performed

  • Employee must comply with payment card industry data security standards (PCI DSS) and complete annual training. Employee must be well-informed about changes to student finance views to understand and educate student body and have knowledge of all policies and procedures that impact the student account from a college wide prospective.
  • Ensures security and confidentiality of all accounting documents and assets in regard to Family Educational Rights and Privacy Act (FERPA) compliance
  • Counsels and assists prospective and currently enrolled students on the application process and eligibility for financial aid.
  • Determines student eligibility to receive noncredit financial aid funds in accordance with state, federal, and institutional regulations.
  • Maintains a noncredit financial aid database of student information and awards.
  • Coordinates with the finance and financial aid offices to ensure noncredit financial aid is disbursed.
  • Completes noncredit financial aid data and reporting requests.
  • Acts as a liaison with the HCC Educational Foundation to accurately disburse foundation scholarships and ensure compliance with scholarship criteria.
  • Monitors student outstanding balances for the WCCE division and works in conjunction with the WCCE Director of Operations and the finance office to identify proactive strategies to lessen outstanding balances.
  • Manages the WCCE drop-safe, including the counting and pick-up of deposits.
  • Creates purchase orders and initiates budget transfer requests for the WCCE operations cost center.
  • Coordinates staff training for WCCE cashiers and ensures onsite registrations are staffed with cashiers as needed.
  • Files and maintains all cashiering and A/R documents in compliance with PCI regulations. Responsible for ensuring the PCI laptops and credit card readers are locked up when not in use.
  • Investigates, researches, and resolves discrepancies in student & vendor accounts.
  • Assists and helps staff or students troubleshoot issues related to registration charges, financial aid, and payment plans.

Minimum Education Required Associate's degree

Other Knowledge Required

  • Associate's Degree or an approved combination of education, training, and experience; Bachelor's Degree preferred.
  • A minimum of three years of experience in an office environment. Prior experience in financial aid or finance strongly preferred.
  • Excellent knowledge and experience with technology, including student information systems (Colleague preferred), digital imaging technology, and software applications.
  • Must be able to take initiative and exercise good judgment in all situations.
  • Attention to detail and excellent time management skills are essential.
  • Understanding of PCI DSS and FERPA, ensuring confidentiality of all student documentation.
  • Ability to maintain strict confidentiality of all applicants financial and eligibility information.
  • Excellent interpersonal and communication skills, including excellent verbal and writing skills.
  • Knowledge of accounting principles is preferred.
  • Regular attendance is a requirement of this job.
  • Performs all duties while considering the impact of any action on the college's sustainability initiatives in the areas of environmental stewardship, social responsibility, and economic prosperity.

As a participating member of the Maryland Retirement and Pension System, HCC offers two retirement options: The Pension, which requires a 7% employee contribution and The ORP, a 403(b) with a 7.25% employer contribution only. Employees in positions that do not require a bachelor's degree must participate in The Pension. Employees that possess a bachelor's degree and hold professional positions that require a bachelor's degree may choose to participate in either The Pension or The ORP.
