This is a position specific recruitment. The resulting list of eligible candidates will be used to fill this Maryland Transportation Authority (MDTA) position/function only. All interested persons will need to re-apply for any future recruitment conducted of this classification.

The Maryland Transportation Authority (MDTA) owns, operates, and maintains eight major toll facilities comprised of four bridges, two tunnels, and two turnpikes, across the State of Maryland. For over 50 years, the MDTA has provided Maryland's citizens and visitors with safe, secure, and convenient transportation facilities. Nature of Work: The Special Program Manager provides budgetary oversight, guidance and assistance to the Office of Engineering and Construction Directors, Deputy Directors, and Engineering Discipline Managers for the collection, maintenance, analysis, and distribution of all capital and operating projects information. The incumbent in this position also collaborates with team members and project managers to execute delivery schedules on each project while collaborating with each other to meet the program's strategic goals. Duties and responsibilities for this position include, but are not limited to the following:


  • Coordinates with the Chief Engineer on all activities related to the development of the draft and final Consolidated Transportation Program (CTP);

  • Coordinates with the Chief Engineer using the internal reporting system in monitoring and managing the adherence to project scopes, schedules, budgets, and the projection of long-term funding and cash flow needs;

  • Prepares the quarterly comprehensive work schedules using the established system of cash flow projections and project schedules;

  • Coordinates with Division of Finance regarding obligations, quarterly reconciliations, and year end closings;

  • Identifies risks associated with the funding and cash flow needs of the agency based on the approved Capital Program;

  • Assists team members and project managers to execute delivery schedules on each project to meet the program's strategic goals;

  • Develops and ensures adherence to standards for reporting on program performance; and

  • Supervises the contract management team.

The incumbent in this position will report directly to the Chief Engineer or other designated official. The current vacancy for this position is in Baltimore, Maryland. Hybrid telework schedules may be available for this position.

Qualifications

MINIMUM QUALIFICATIONS:

Education: Possession of a bachelor's degree from an accredited college or university in Finance, Public Administration, Business Administration, Political Science, Transportation Studies, Engineering, Planning, or a closely related field.

Experience: Five (5) years of experience in budget development and/or project management, including expertise in long- term program funding, assessing program needs, and cash flow projections.

Supervisory Experience: One (1) year of experience supervising other employees or overseeing and coordinating the general operations of a department.
