Summary: The Personnel Assistant III / Transition Records Support Specialist plays a pivotal role in ensuring seamless transition services for Soldiers and officers transitioning from the GAARNG. Transitioning Soldiers include enlisted and officers retiring, transferring to another military component for continued service, or discharged without any military affiliation. The Transition Records Specialist is responsible for overseeing the preparation of final records for Soldiers departing the GAARNG. This critical function demands a comprehensive approach to handling military records, focusing on accuracy, compliance, and efficient retrieval processes.
Responsibilities
Essential Job Functions:
- Shall manage, process, and review separation orders, NGB Form 22 or DD 214-1, retirement awards, RPAM corrections, and reduced age retirements for departing Soldiers.
- The contractor shall generate Retirement Certificates for state-level retirement ceremonies.
- The contractor shall conduct retirement briefings during quarterly Transition Seminars, with limited travel required.
- The contractor shall primarily focus on the production of the final NGB 22/DD 214-1 for retiring Soldiers, providing quality assurance checks for other retirement records.
- The contractor shall serve as a subject matter expert and advisor for all retirement and transition records.
- The contractor shall utilize the Interactive Personnel Electronic Records Management System (iPERMS) to retrieve personnel records.
- The contractor shall collaborate with the Department of Veterans Affairs (DVA) and the GAARNG Medical Command to provide required medical and personnel records.
- The contractor shall address inquiries from the DVA and transitioning Soldiers, resolving sensitive questions related to records.
- The contractor shall coordinate, monitor, and provide support for research programs related to Soldier records.
- The contractor shall manage the receipt and distribution of postal items and internal organizational communications.
- The contractor shall utilize the Health Readiness Records (HRR) database for efficient retrieval of medical records.
- The contractor shall facilitate the secure retrieval and distribution of medical and personnel records.
- The contractor shall utilize the Safe Access File Exchange (SAFE) system for the electronic submission of requested records to the DVA.
- The contractor shall maintain an updated records tracker on an Excel workbook, capturing records request data.
- The contractor shall update supporting documents and records with copied medical and personnel data.
- The contractor shall design and implement effective methods for collecting, analyzing, storing, retrieving, and reporting medical and personnel records in accordance with Federal, state, and local laws.
- The contractor shall conduct inspections of records to ensure completeness, internal consistency, and data accuracy.
- The contractor shall ensure compliance with HIPAA regulations for all release of information requests.
- The contractor shall execute various coordination and administrative support functions, such as researching information, compiling data, preparing reports, and providing responsive customer service.
- The contractor shall ensure meticulous updates to Soldiers' records, including finalizing documents and ensuring accurate entry into the system.
Qualifications
Necessary Skills and Knowledge:
- Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).
- Strong multitasking skills to manage multiple projects while meeting deadlines and compliance standards.
Minimum Qualifications:
- High school diploma or equivalent required.
- Minimum of 3 years of experience.
- Must obtain a CAC.
- Must have a valid Secret security clearance (or higher) or be able to obtain one.
- Occasional service is required after hours and on weekends.
- Frequent travel for attending training, conducting training, delivering briefings, observing field operations, and attending conferences is required and reimbursable with COR approval.
Preferred Qualifications:
- Associate or bachelor's degree preferred.
- Prior military experience or direct experience working with the GAARNG is highly desirable.
