Summary: The Personnel Assistant III/ Retention Coordination Specialist involves evaluation of trends in attrition to identify the areas in which the GAARNG must improve in order to retain quality Soldiers. Knowledge of, and experience working in, Army National Guard recruiting, and retention is crucial.
Responsibilities
Essential Job Functions:
- Shall brief The Adjutant General, the Commanding General, and the G1 on the current state of readiness of GAARNG Soldiers (over 11,000 personnel).
- The contractor shall provide written recommendations to the G1 and the Commanding General on attrition management trends and solutions.
- The contractor shall oversee and execute all personnel transfers to the Inactive National Guard (ING) upon request.
- The contractor shall prepare, maintain, and brief presentations to senior headquarters staff on GAARNG retention goals.
- The contractor shall monitor and ensure that negative end-strength and NO-VAL remain within NGB maximum standards.
- The contractor shall develop and implement training requirements and objectives for over 150 unit, battalion, and MSC career counselors.
- The contractor shall oversee and manage the ARNG secure website, Retention Management Software (RMS), ensuring 100% uptime and accessibility.
- The contractor shall manage access to the Director's Personnel Readiness Overview (DPRO) for 1,700 FTS and temporary staff.
- The contractor shall furnish guidance to the stationing team on defining organizational needs and articulate solutions for addressing force structure changes.
- The contractor shall supply research and data to the G1 concerning Congressional inquiries.
- The contractor shall analyze data and transmit historical trends to the Strategic Management Office, including for TAG's annual State of the State briefing to NGB.
- The contractor shall lead actuarial analyses and statistical tests using large datasets to support retention planning.
- The contractor shall review and analyze personnel data using the authorized unit Modified Table of Organization and Equipment (MTO&E).
- The contractor shall administer the state's Freedom Salute and Extend to Defend programs for all completed retention contracts.
- The contractor shall provide workforce data related to GAARNG personnel upon request.
- The contractor shall supervise the execution of the General Fund Enterprise Business System (GFEBS) for the G1.
- The contractor shall forecast potential issues arising from the Force Integration Plan and provide mitigation strategies.
- The contractor shall coordinate with state Incentive Managers (IMs) to align retention initiatives with state-level goals.
- The contractor shall capture, develop, and share organizational knowledge related to retention best practices.
- The contractor shall conduct annual assessments of recruiting, retention, and personnel operations in all MSCs.
Qualifications
Necessary Skills and Knowledge:
- Proficiency in data analysis and reporting to identify retention challenges and recommend solutions.
- Excellent communication and interpersonal skills to engage with Soldiers, leadership, and stakeholders effectively.
- Strong organizational and problem-solving abilities with attention to detail.
- Ability to work independently and collaboratively in a fast-paced, structured environment.
- Proficiency in Microsoft Office Suite (Excel, Word, PowerPoint) and HR-related databases.
Minimum Qualifications:
- High school diploma or equivalent required.
- Minimum of 3 years of experience in personnel administration, human resources, or a related field.
- Must obtain a CAC.
- Must have a valid Secret security clearance (or higher) or be able to obtain one.
- Occasional service is required after hours and on weekends.
- Frequent travel for attending training, conducting training, delivering briefings, observing field operations, and attending conferences is required and reimbursable with COR approval.
Preferred Qualifications:
- Associate or bachelor's degree preferred.
- Prior military experience or direct experience working with the GAARNG is highly desirable.
