Summary:

The Administrative Assistant/ Interstate Transfer Coordination position is essential in ensuring a seamless experience for ARNG Soldiers, both enlisted personnel and commissioned officers, who wish to transfer between states. The individual in this role will be solely responsible for managing all aspects of interstate transfers for the GAARNG. This includes close collaboration with Enlisted Personnel Managers, Officer Personnel Managers, unit representatives, other states, and NCOICs across battalions and brigades to facilitate smooth transitions for Soldiers. In-depth knowledge of ARNG recruiting, retention operations, officer career management, and Army regulations regarding transfers is critical. The GSA equivalent for this FTE is 01020 Administrative Assistant.


Responsibilities

Essential Job Functions:

  • Shall coordinate and maintain inter-service and interstate transfers (ISTs) for the GAARNG, ensuring accurate and timely processing for both enlisted personnel and commissioned officers.
  • The contractor shall collaborate with Enlisted Personnel Managers, Officer Personnel Managers, unit representatives, and NCOICs to ensure the appropriate assignment of ISTs within GAARNG units.
  • The contractor shall facilitate outgoing ISTs by coordinating with the gaining state or territory to ensure smooth transitions for Soldiers, with a focus on maintaining career progression.
  • The contractor shall work with the medical team to verify that incoming Soldiers meet medical standards.
  • The contractor shall follow up with units to confirm that ISTs, both enlisted and officer, have reported to their new duty assignments as scheduled.
  • The contractor shall ensure that all source documentation for incoming and outgoing Soldiers is accurately uploaded into iPERMS within 2 business days of receipt.
  • The contractor shall coordinate with the separation authority when Soldiers are departing the state or fail to report to their new assignment, ensuring compliance with Army regulations.
  • The contractor shall provide expert guidance and interpretation of enlistment and commissioning criteria to members of the organization, Enlisted Personnel Managers, Officer Personnel Managers, and unit leadership.
  • The contractor shall process denial memorandums, ensuring they are signed and coordinated with the losing state.
  • The contractor shall provide guidance and support for the professional development of Recruiting and Retention Battalion (RRB) staff responsible for officer and enlisted recruitment and retention.
  • The contractor shall prepare and conduct comprehensive IST briefings, emphasizing officer integration strategies.
  • The contractor shall prepare trend analysis reports to provide insights on states from which Soldiers are being gained or lost.
  • The contractor shall prepare and conduct market analysis and demographic studies to support recruiter production missions.
  • The contractor shall draft and edit recruiter and officer management information for publication, ensuring relevance to IST processes.
  • The contractor shall prepare, process, and manage drafts, working papers, documents, and correspondence related to IST procedures.
  • The contractor shall ensure proficiency in using personnel systems to determine positions and organizational needs for ISTs.
  • The contractor shall ensure all required IST documentation for Soldiers transferring into or out of GAARNG is accurately uploaded into iPERMS.
  • The contractor shall coordinate with separation authorities for Soldiers departing the state or failing to report to new assignments, ensuring compliance with Army regulations.
  • The contractor shall submit trend analysis reports to leadership, identifying reasons for Soldier transfers and advising on strategies to address trends.

Qualifications

Necessary Skills and Knowledge:

  • Proficiency in Microsoft Office Suite (Excel, Word, Outlook).
  • Excellent verbal and written communication skills for coordination with Soldiers, unit representatives, and state personnel offices.
  • Strong interpersonal skills to facilitate smooth interstate transfers and resolve any transfer-related issues.
  • Ability to maintain professionalism and confidentiality when handling sensitive personnel information.

Minimum Qualifications:

  • High school diploma or equivalent required.
  • Minimum of 2 years of administrative experience, preferably in a military or government setting.
  • Must obtain a CAC.
  • Must have a valid Secret security clearance (or higher) or be able to obtain one
  • Occasional service is required after hours and on weekends.
  • Frequent travel for attending training, conducting training, delivering briefings, observing field operations, and attending conferences is required and reimbursable with COR approval.

Preferred Qualifications:

  • Associate or bachelor's degree preferred.
