Senior Procurement Specialist( for Construction)

About Us Our mission at the Port is to provide shared prosperity through travel, trade, and economic development. With a commitment to excellence and customer service, the Procurement Specialist will be responsible for developing, soliciting, evaluating, purchasing, and contracting Port-wide goods, trade services, and personal services. Moderately complex solicitation methods include Invitation to Bid (ITB), Request for Proposal (RFP), Request for Qualifications (RFQ), and/or other methods as allowed by State Statute and Port contracting rules through a variety of solicitation methods. Your Role We are looking for candidates that will bring an understanding of public procurement for construction, architecture, and engineering and excellent negotiation skills. The candidate should also have a desire to learn and teach others. The successful candidate will exhibit a strong sense of team orientation, be highly collaborative, and embrace the value and importance of service. Essential Job Duties
-
- Act as primary procurement contact for moderately complex solicitations and contracts for user departments as assigned by Contracting and Procurement Manager.
- Process all departmental requisitions, develop solicitations and manage procurement processes.
- Execute and amend contracts as necessary.
- Issue task orders, contract amendments, and purchase orders for user departments.
- Accurately track work in the department work tracking system.
- Provide training and consultation on procurement processes and procedures to user departments as required.
- Participate in team projects as directed by supervisor, report and recommend suggestions for process and procedure improvements to C&P Manager.

Minimum Qualifications

Education & Experience:
Demonstrated Knowledge & Skills
- Understanding of Oregon Revised Statutes and Federal (such as FAA, U.S. Army Corp. of Engineers, etc.) regulations pertaining to procurement and contracting.
- Principles, theories, and concepts of procuring public improvement and work-related materials, services, and construction practices, including negotiations and contract management.
- Principles of drafting language for legal documents: solicitations and contracts.
- Minority/Women/Emerging Small/Veteran Owned Business certifications and considerations for Oregon and Washington. Disadvantaged Business Enterprises or Small Business Administration programs.
Skills:
- Used procurement systems, including reporting and data analysis.
- Ability to format, produce, proofread, and edit correspondence, documents, and spreadsheets in general business software.
- Perform basic and advanced math functions related to cost/price analysis and apply basic accounting principles.
- Adaptive communication, internally or externally, to broker differing values, options, and outcomes at various levels.
- Facilitate processes and build consensus.
- Provide a high level of service delivery to the customer while effectively managing multiple customer demands and competing priorities.
- Accurate application of and ensuring compliance with all applicable laws, regulations, rules, and policies.
- Application of strategic thinking and problem-solving to achieve mission and business results.
- Contract negotiation, Organization, and planning.

SELECTION PROCESS (tentative schedule):
- A minimum qualification evaluation of education, training, and experience of submitted application packets will take place by Human Resources the week of March 17, 2025.
- A Subject Matter Expert (SME) Panel will perform an evaluation of experience and training taken from your employment application materials.
- Our goal is to schedule the virtual first round of interviews with candidates who successfully passed the SME evaluation as soon as possible.
