NYC DOT Division of Traffic Operations is seeking to hire an experienced and motivated candidate to serve as a Transportation Specialist (Level 3) in the Signals Accessible Pedestrian Signal (APS) Compliance Unit. The successful candidate will serve as the Team Leader for the APS Compliance Unit and will handle the daily operation of the unit. Responsibilities include managing all APS Unit Compliance-related correspondence and documents, preparing and maintaining APS reports, records, and files related to APS operations and planning, and conducting daily APS field work for follow-up inspections, compliance checks, federal court monitors, and ARTS case reviews. The candidate will also assign and review APS work reports from staff members of various units within the Division, provide training to contractors and new staff on APS operations and procedures, collaborate/follow up with electrical contractors as needed, review daily APS electrical contractors to address and repair locations with non-functional APS units. Attend field meetings with electrical contractors as needed, review daily APS electrical contractor inspections, address intersections requiring further investigation, and evaluate/enforce liquidated damages upon electrical contractors for unjustified delays to APS repairs. Other responsibilities include the oversight and analysis of staff's daily work activities, reallocating staff to address priority or emergency APS tasks, including the response to critical correspondences/requests. Monitor the daily usage of the APS web-based application to ensure field staff are correctly performing APS-related tasks and report any malfunctions with the platform.

Hours/Shift: 35 Hours / Mon-Fri, 9 AM-5 PM

TRANSPORTATION SPECIALIST - 22316

Minimum Qualifications

1. A master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields; or

2. A baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs; or

3. A baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described in "2" above; or

4. An associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described in "2" above; or

5. A four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described in "2" above.

SPECIAL NOTE:

In addition to meeting the minimum Qualification Requirements above:

To be assigned to Assignment Level II, the candidate must have an additional year of experience as described in the "Qualification Requirements" listed under "2" above.

To be assigned to Assignment Level III, the candidate must have an additional two years of experience as described in the "Qualification Requirements" listed under "2" above.

Preferred Skills

- Should be detailed-oriented, and accurate.
- Can work both independently and as part of a team in a fast-paced environment, be organized and capable of multi-tasking, and have excellent verbal and strong writing/oral communication skills.
- Should also have strong computer knowledge of Microsoft Outlook, Word, Excel, and PowerPoint.
- Ability to read and interpret the federal Manual of Uniform Traffic Control Devices (MUTCD) and the general functionalities of Accessible Pedestrian Signals (APS).
- Ability to communicate effectively with others and collaborate in a team environment.
