Pay Range

$160,890 - $204,036 Annually for the TSL.3 level

Job Description

We have an opening for a Conduct of Operations (ConOps) Manager to lead our Conduct of Operations program. This role is essential in ensuring adherence to rigorous operational standards and fostering a culture of nuclear safety, compliance, and excellence across our facilities. You will manage all aspects of the Conduct of Operations program in accordance with DOE Order 422.1. You will mentor and coach management and staff, ensuring that Conduct of Operations principles are understood and effectively implemented throughout the organization. This position will Support Strategic Deterrence (SD) nuclear and non-nuclear facilities at both Site 200 in Livermore, CA and Site 300 in Tracy, CA. This position is part of the Strategic Deterrence (SD) Operations Support Group, reporting directly to the SD Operations Support Manager within the Strategic Deterrence Directorate.

This position requires full-time on-site presence due to the nature of the work.

In this role, you will

  • Serve as the subject matter expert for ConOps, ensuring compliance with DOE Order 422.1 and other relevant regulations in SD operations and procedures.
  • Lead a team of ConOps coaches in overseeing the development and implementation of the CoOps program, including SD ConOps manuals, ConOps procedures, and matrices.
  • Develop new ideas, modify approaches, and conduct strategic planning for Conduct of Operations programs impacting SD facilities and operations.
  • Lead and collaborate with a multi-disciplinary team of engineers, scientists, associates, and technicians to implement and continuously improve Conduct of Operations across SD facilities.
  • Plan, schedule, and assist in assessments of Conduct of Operations elements, including the annual assessment schedule for the ConOps Functional Area.
  • Determine, track, and report on Conduct of Operations performance metrics to measure program effectiveness to our Federal Oversight (Livermore Field Office) and SD management; implementing remedial measures as needed.
  • Track ConOps issues and corrective actions from external and internal audits to ensure timely and adequate resolution.
  • Provide guidance and support to management and staff on Conduct of Operations principles, fostering a culture of safety and operational excellence.
  • Perform other duties as assigned.

Qualifications
  • Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
  • Bachelor's degree in Engineering, Physical Science or related field, or the equivalent combination of education and related experience.
  • Significant experience providing solutions requiring in-depth analysis and frequent use of ingenuity and creativity to complex issues related to Conduct of Operations, that may not be well defined.
  • Advanced knowledge of operations processes, and support programs related or equivalent to requirements specified in DOE Order 422.1, Conduct of Operations.
  • Significant experience in one or more specialized fields including: scientific and technical disciplines, safety, engineering, operations, or maintenance.
  • Significant experience engaging in and leading multi-disciplinary teams, conducting management assessments, incident analyses, effectiveness reviews, or other equivalent assessment processes.
  • Advanced ability to provide independent judgment, sound technical evaluations, and recommendations in a wide range of engineering and technical disciplines to meet schedules and objectives.
  • Advanced written and verbal communication and collaboration skills necessary to lead a team, effectively present technical knowledge, and provide advice to senior management, external sponsors, and stakeholders.
  • Experience leading a team, managing personnel performance, and developing and directing work schedules to achieve established goals and objectives.
  • Significant experience managing regulatory interpretation and implementation of Department of Energy Orders, Codes of Federal Regulations, or equivalent regulations, and standards.

Qualifications We Desire

  • Master's degree in Science, Engineering, or related field.
  • Experience in identifying, monitoring, and coaching on Human Performance Improvement issues.
  • Certified and/or trained in Lean Six Sigma or equivalent continuous improvement methodology.
  • Experience in leading or participating as an assessment team member in readiness assessments in accordance with, or equivalent to, DOE O 425.1D, "Verification of Readiness to Start Up or Restart Nuclear Facilities" and DOE Standard STD-3006-2010, "Planning and Conducting Readiness Reviews."

Security Clearance
