GP Strategies Government Solutions, Inc. has an opening for a Sr. Human Resources Manager. This is a remote position, however the applicant will need to be within commuting distance from Columbia, MD. The applicant will need to go into the office when necessary for meetings, etc. Overview: As a leader within our newly formed government contracting entity, you will be responsible for driving HR operations in alignment with U.S. labor laws, federal contracting regulations, and industry best practices. This role involves overseeing HR functions, ensuring compliance, and optimizing HR processes. A critical focus will be on implementing and managing the Paylocity HCM system, as well as leading the ongoing set-up of HR programs, policies, and practices for the new entity. Additionally, you will manage a shared services model across multiple HR areas, including benefits administration, compensation, and talent acquisition, while serving as a Business Partner with a strong emphasis on employee relations. Key Responsibilities: * HR Strategy & Business Partnership: o Partner with leadership to align HR initiatives with business strategies and priorities. o Serve as a trusted advisor, providing insights and recommendations to enhance workforce planning, engagement, and organizational effectiveness. o Act as a primary contact for complex employee relations issues, ensuring alignment with company policies and legal compliance. * HR Process Optimization & Compliance: o Develop and refine HR policies, procedures, and workflows to enhance efficiency and compliance. o Ensure adherence to federal, state, and local labor laws, including government contractor-specific regulations such as OFCCP requirements, FLSA, Equal Pay Act, and security clearance processes. o Oversee affirmative action and diversity compliance efforts. * HR Systems Implementation & Management: o Lead the continued implementation and management of the Paylocity HCM system, including modules for talent acquisition, performance management, benefits administration, and Learning Management System (LMS). o Work with Shared Services to optimize Paylocity's benefits modules, ensuring seamless administration of enrollment, eligibility tracking, compliance reporting, and benefits integration with payroll. o Manage LMS functions within Paylocity, ensuring effective learning and development program execution. o Provide training and ongoing support to ensure system optimization and seamless integration with HR operations. o Monitor HR system performance, resolve issues, and collaborate with vendors to enhance functionality. * Shared Services & Multi-State HR Management: o Oversee HR operations in a multi-state environment, ensuring compliance with varying state-specific labor laws. o Manage a shared services model across benefits administration, compensation, and talent acquisition to drive efficiency and service excellence. o Optimize workforce planning and resource allocation across multiple locations. * HR Reporting & Analytics: o Leverage HR metrics and data-driven insights to assess workforce trends, support decision-making, and drive continuous improvement. o Develop and manage reports on key HR functions, including headcount, turnover, employee engagement, benefits utilization, and compliance tracking. o Ensure accurate record-keeping and reporting in alignment with government contractor regulations. * HR Leadership & Development: o Provide coaching, mentorship, and leadership to the HR team, fostering professional growth and engagement. o Champion HR innovation and digital transformation initiatives to enhance HR capabilities and operational efficiency. o Drive a culture of continuous improvement, ensuring HR best practices are consistently applied across the organization. Requirements
Education: o Bachelor's Degree in Human Resources or a related field (Master's degree preferred). Professional Experience: o At least eight (8) years of HR experience, with three (3) years in a leadership role. o Strong background in HR operations within government contracting required, including compliance with federal contractor requirements. o Experience managing HR functions in a multi-state environment, with knowledge of state-specific labor laws and regulations. o Proven ability to implement and optimize HR systems, Paylocity HCM preferred. o Expertise in managing a shared services HR model, overseeing benefits administration, compensation, and talent acquisition. Certifications & Skills: o HR certification such as SHRM-SCP or SPHR is preferred. o Strong analytical and data-driven decision-making skills, with experience in HR reporting and compliance tracking. o Excellent interpersonal, communication, and leadership capabilities. Ability to adapt and work both independently and collaboratively in a fast-paced, changing environment with competing and shifting priorities. o Business acumen with a focus on continuous improvement and operational efficiency. o Ability to assess situations and make sound judgments based on practice or previous experience. Job Type: Full-time The anticipated salary range for this position is $120-$132K annually, depending on experience and qualifications.
