Job Title: On-Site Manager

Position Summary:

The Steam Plant On-Site Manager has primary responsibility for the operation and maintenance of stationary engines, boilers, and mechanical equipment that provide steam heat for buildings and industrial

processes throughout the installation. Ensures a safe and efficient operation of all steam and other related equipment in the boiler plant and the facility. The Steam Plant On-Site Manager will service a central

steam plant (CSP) and associated equipment located at Whiteman AFB, MO.

The Steam Plant On-Site Manager is responsible for all aspects of Operations and Maintenance, including supervision of personnel, of the Central Steam Plant (CSP) equipment and systems (air compressors,

boilers, natural gas system and diesel fuel backup, pits, pumps, pump control stations and data transmission equipment within control boxes, hardware, mechanical equipment, valves, steam traps, piping,

expansion joints, expansion loops, insulation, braces, etc) at the CSP, Whiteman AFB, MO. Works with and reports conditions to the client while complying with applicable local, state, and federal requirements,

while meeting safety and quality performance requirements.

Responsibilities:



  • Responsible for the daily operation, repair and maintenance of steam generating systems and related equipment.
  • Direct, monitor, and oversee staff necessary to execute all operations and maintenance requirements and quality control as described in the Statement of Work and in accordance with established regulatory
  • requirements for the Central Utility Plant.
  • Provide necessary on-site leadership skills to support team encountering unique operating or repair problems.
  • Ensure operation of the plant in the most efficient manner.
  • Tour areas, analyze reports, and begin developing solutions before problems escalate.
  • Assist in performing quality audits.
  • Direct the planning, scheduling, execution, and documentation of maintenance activities, planned and unplanned, in conjunction with the contract team.
  • Utilize Johnson Controls' Metasys and Emerson's DeltaV (hardware and software) systems to monitor, maintain, and operate all plant equipment and systems.
  • Adhere to quality control and site safety and health standards.
  • Normal work is M-F, 7am-4pm, with 1hr recall. May work weekends or nights.
  • Acts as Stationary Engineer in addition to supervisory duties assigned.
  • Perform other related duties as assigned by management.


Supervisory Responsibilities:



  • Overall management of all CSP systems, sub-systems, preventive maintenance, corrective maintenance, staff training & oversight, scheduling, subcontractor management and all day-to-day activities.
  • Implement and manage the Quality Control Plan (QCP)
  • Ensure proper and appropriate test methods are used and observed that require QC Testing
  • Perform inspections for each definable feature of work
  • Document quality of work daily and submit the comprehensive Monthly Reports as required
  • Stop deficient work
  • Where necessary, develop a "punch-list" of corrections needed prior to the final inspection
  • Attend Pre-Final and Final Inspections
  • Perform submittal review and approval
  • Verify that delivered materials are compliant with the contract documents and submittals
  • Maintain constant and transparent communication with the Gov't
  • Attend and document all Quality Control (QC) meetings
  • Directly supervises up to 10 employees.
  • Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws.
  • Develops performance standards, counsels employees on performance, and makes formal and informal performance appraisals.
  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and
  • resolving problems.


Qualifications:



  • Licensed as a Stationary High Pressure Steam Engineer First Class
  • Minimum of five years' experience in direct management, operations, and repair of high-pressure central heat/steam plants
  • Minimum of three years' experience in water treatment corrosion control
  • Minimum of two years' experience of building automation systems or boiler burner management controls
  • Certified Plant Maintenance Manager (CPMM), or other like certifications are desirable
  • Familiar with applicable HVAC, OSHA, NFPA/ASME, and ANSI/NEMA codes
  • Capable of obtaining unescorted facility access through favorable completion of a background check
  • Up to date on continuing education courses.
  • Competent in reading and interpreting documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Manual dexterity and mechanical aptitude.
  • Knowledge of uniform building codes, fire codes, ADA, OSHA.
  • Must have excellent Microsoft Office Suite skills
  • Excellent organizational and communication skills, both written and verbal.
  • Able to read, write, speak, and understand English
  • Effectively work independently as well as part of a team.

  • While performing the duties of this job, the noise level in the work environment is usually moderate to loud.
  • The employee must frequently lift and or move up to 50 pounds.
  • Specific vision abilities required by this job include Close vision; Distance vision; Color vision; Peripheral vision; Depth perception and the ability to adjust focus.
