Overview
The Division of Institutional Planning & Operations (IP&O) employs a workforce of approximately 2,700 staff, represented by 15 collective negotiations agreements, and is responsible for institutional strategic initiatives and operations, which encompasses an expansive range of comprehensive service and business operations across the State of New Jersey. These include planning and construction, facilities, public safety and emergency operations, environmental health and safety, transportation, housing, and auxiliary/retail operations.
Posting Summary
Rutgers, The State University of New Jersey, is seeking an Assistant Manager of Permitting for the Division of Institutional Planning and Operations. Reporting to the Manager of Permitting, the Assistant Manager supports the management of the daily operations of the parking permitting process; actively participates in the planning, development, and implementation of the parking permitting process.

Among the key duties of this position are the following:

  • Assists in the development, maintenance and implementation of the rules and policies governing parking permits and their associated costs. Assists in the supervision, mentoring and development of staff.
  • Assists in the oversight of the parking permitting process for all university-wide campuses along with affiliated entities such as University Hospital.
  • Assists the Manager in budget planning and policy development and documentation.
  • Assists the Manager to implement support processes for all units and programs within the department regarding permitting of vehicles.
  • Addresses parking permitting issues and recommends strategies to effectively manage the parking permitting process to serve the needs of the university students, faculty, staff, non-affiliates, and visitors university wide.
  • Resolves issues relating to permitting working collaboratively with the DOTS QA and Customer Service team using the customer relationship management system (CRM, ServiceNow's Customer Service Module at the time of this writing).
  • The Assistant Manager assesses the current issues/problems and offers solutions to the QA team on how best to handle the parking issue.
  • The Assistant Manager provides recommendations to the Manager on issues relating to the parking software vendor to assess improvements to the online purchasing interface and to facilitate the parking purchasing process.
  • This position has access to sensitive and confidential UHR data/information relating to an employee's title, work location, salary, etc.

Qualifications


Minimum Education and Experience

  • Bachelor's degree in business administration, public administration, urban planning, or a related field, or an equivalent combination of education and/or experience that demonstrates knowledge and understanding of permitting processes and regulations can also be considered.
  • A minimum of two years of relevant experience in a university, municipal, or related operational setting.

Certifications/Licenses

  • Strong working knowledge of university services and activities.
  • Proven ability to plan and manage operational processes for maximum efficiency and productivity.
  • Ability to streamline and implement new structures and roles that create speed, efficiency, and support rapidly shifting business demands.
  • Excellent problem-solving and research skills, with the ability to find solutions for customer problems when a solution is not immediately apparent.
  • Strong multitasking and organizational skills.
  • Proven communication skills.
  • Proficiency in the Microsoft Office suite of products.

Preferred Qualifications

  • 3 plus years' experience managing a customer service help desk environment is preferred.
