Cape Fox Facilities Services (CFFS) is seeking an experienced Medical Operations Specialist to provide advanced support services to the US Army in developing and implementing a tailored Health & Wellness Program that enhances the psychological readiness of the US Army personnel. This is a highly critical and rewarding position. An active Secret security clearance is preferred (or we will sponsor you to obtain clearance) for consideration, and candidate must be eligible for upgrade to Top Secret with SCI.

Major Duties:

* Serves as Medical Operations Specialist in the office of the Command Surgeon, point-of-contact for military operations or programs covering Health Service Support issues, and Contracting Officer's Representative (COR) for administration of non-personal contracts supporting the Command Surgeon.

* Responsible for the medical programs and contingency planning that affect training, Soldier readiness operations, and Soldier health promotion considerations daily, as well as support medically related issues of homeland security, mobilization, and training during contingencies at installations located throughout the United States and OCONUS areas.

* Coordinates with the Army Emergency Operations Center in the Pentagon, the Office of the Army

* Surgeon General/U.S. Army Medical Command (MEDCOM) Emergency Operations Center (EOC), and other Army Commands (ACOMs) and subordinate installations to ascertain and reconcile information about current events.

* Reconciles media events, personal contacts, teleconferences, situation reports and medical intelligence data to develop and deliver detailed executive summaries and briefings relative to the impact these events would have. Develops graphics to support summaries and briefings.

* Prepares briefs for the Command Surgeon on health service support issues of concern to the command. Coordinates with various activities within the Department of the Army (DA), Department of Defense (DoD), and other Federal, State and Local organizations to receive Operation Plans and situation reports; to organize conferences; to develop positions on health related issues for the command; and to monitor health surveillance information throughout the Command. Validates, forwards, and monitors periodically-related taskings to subordinate installations or to other ACOMs.

* Research requirements of medical support throughout the command as well as to other ACOMS; coordinates and develops Command input; reviews medical updates provided by DoD, DA or the Army Surgeon General; and translates content into field guidance for subordinate installations/commands throughout the United States.

* Prepares papers and briefings as necessary on these topics.

* Coordinates Memorandums of Understanding and Memorandums of Agreement.

* Reviews mobilization plans from subordinate units and requests from higher headquarters for medical personnel support.

* Reviews the medical supporting personnel requirements for staffing inconsistencies and recommends changes to and negotiates changes with higher headquarters and other ACOMs, to best support: training, mobilization and homeland defense issues. Maintains a list of all deployed medical personnel.

* Analyzes and communicates the health care impact to soldiers/beneficiaries due to deployments. Provides combat developments advice and is responsible for planning, coordinating, and managing a broad array of medical materiel, technical and operational issues, and efforts for their application to future operational capabilities for the Army.

* Represents the Command Surgeon at assigned meetings, conferences, and working groups. In the absence of the Command Surgeon and Executive Officer, manages the daily operations of the Surgeon's Office.

* Analyzes, develops, prepares and presents staff actions, briefings, information papers, read-ahead, and other correspondence; and responds to other headquarters taskings as assigned.

* Tracks ongoing actions and ensures effective coordination on all Surgeon's Office taskings with other headquarters staff elements/directorates, subordinate commands, as well as DoD/DA and other ACOMs as appropriate.

* Summarizes and submits lessons learned to the Center for Army Lessons Learned.

* Maintains in accordance with applicable regulations all classified materials and manages classified communications pertinent to the Command Surgeon's Office.

* As point of contact for medical operations and Force Health Protection, attends all meetings associated with the health threats/effects of chemical, biological, radiation, toxic industrial chemicals and toxic industrial materials.

* Provides guidance to subordinate commands relating to these issues. When required, tasks subordinate organizations/installation to provide actual or conceptual input to develop the medical support requirements (personnel and equipment) for combating the threat of these factors. Ensures guidance covers issues such as medical personnel support (physicians, medics, combat lifesavers, and administrative.). Establishes liaison with the Office of the Surgeon General, the U.S. Army Public Health Center (APHC), and various state and federal health agencies, and coordinates with these agencies about medical surveillance.

* Coordinates and effects the relocation of the Command Surgeon's Office to alternate sites as directed by HQDA or by the Commanding General.
