THE POSITION

Would you enjoy conducting complex financial responsibilities for an agency whose mission is to engage, coordinate, and lead the Commonwealth of Pennsylvania's effort to prevent and reduce drug, alcohol, and gambling addiction and abuse? The Department of Drug and Alcohol Programs (DDAP) is seeking a Fiscal Management Specialist 2 who demonstrates a commitment to accurate and timely work results as well as possesses strong organizational and communication skills. DESCRIPTION OF WORK

As a Fiscal Management Specialist 2, you will be responsible for the daily management of the following Appropriations: Opioid Settlement (16967) and the Opioid Settlement Revenue Fund (60497). This includes the preparation of weekly expenditure reports; fund analysis reports; budget, expenditure, and revenue adjustments; and liquidation of commitments. Other duties include analyzing reports for adherence to opioid settlement requirements; assisting in preparation of spending plans and salary projections for assigned appropriations during the state budget and re-budget process as well as the budget hearing packages for submission.

Within this role, you will review OP information issued by the Pennsylvania Opioid Misuse and Addiction Abatement Trust (POMAAT) to ensure DDAP is in compliance with each settlement's guidelines; prepare necessary OP reporting requirements for the funding source for review and approval by the Section Chief and Division Director; prepare and track Notification of Subgrants/Memorandum of Understanding between DDAP and other agencies; and prepare master data form to establish SAP funding codes. You will also have the opportunity to assist in preparation of spreadsheets to analyze and track labor distribution timesheets completed by DDAP staff and the State Fiscal Year End closing process.

Work Schedule and Additional Information:

  • Full-time employment
  • Work hours are 8:30 AM to 5:00 PM, Monday - Friday, with 60-minute lunch.
  • Telework: You may have the opportunity to work from home (telework) full-time. One day per month in office is required and for special events. In order to telework, you must have a securely configured high-speed internet connection and work from an approved location inside Pennsylvania. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.
  • Salary: In some cases, the starting salary may be non-negotiable.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS

Minimum Experience and Training Requirements:

  • One year as a Fiscal Management Specialist 1; or
  • One year of experience in professional fiscal administration, and a bachelor's degree in business administration, accounting, finance, economics, or a related field; or
  • An equivalent combination of experience and training.
