DESCRIPTION

Minimum starting salary is $90,631.00. A higher salary may be offered depending on the selected applicant's relevant experience.


General Description

The purpose of this class is to oversee and manage the development of network designs of Information Technology systems within the City, supporting a wide range of technical solutions, including web applications, data integrations, and system troubleshooting. The role includes acting as a technical authority, requiring an in-depth understanding of server and client-side scripting, database structures, and web development.

EXAMPLES OF ESSENTIAL DUTIES

Essential Functions:

Develops and maintains web-based applications and scripts using SQL, client/server-side scripting languages (e.g., JavaScript, Python, PHP), IIS, Apache, HTML/CSS, JavaScript/jQuery.

Design and implement custom integrations between local and off-site applications to facilitate data transfer and automation.

Troubleshoots application issues, evaluating whether problems originate from vendor software, server configurations, database structures, or network settings.

Acts as an intermediary between City departments and software vendors to diagnose technical problems and ensure vendor accountability in resolving defects.

Investigate and resolve web server, application server, and database-related issues that impact system availability and performance.

Creates functional tools and systems from scratch using raw code and available infrastructure without reliance on third-party frameworks or pre-built applications.

Assists in developing interactive calculators, dashboards, and other data-driven tools to support City operations.

Develop temporary or long-term workarounds for critical system failures when vendor solutions are delayed or inadequate.

Implements and supports security best practices for web applications, data storage, and system integrations, collaborating with the Cybersecurity Coordinator to ensure alignment with industry and regulatory standards.

Provides technical support and guidance to non-technical staff regarding application functionality and troubleshooting.

Works in collaboration with City department representatives to efficiently resolve issues related to new and existing hardware, software, and technology-based programming installations.

Additional Duties:
Performs other work as assigned.

Physical Demands:
Perform light work that involves walking or standing most of the time, requiring skill, adeptness, and speed in using fingers, hands, or limbs to operate computers repetitively within moderate tolerances or limits of accuracy.


TYPICAL QUALIFICATIONS

Minimum Education and Experience Requirements:

A bachelor's degree in computer information systems or a related field is preferred. An equivalent combination of education, training, and experience may be considered. A minimum of three (3) years of progressive information systems work experience is required.

Special Certifications and Licenses:

Must have a valid driver's license
