Hiring Range

The University of California, Merced is required to provide a reasonable estimate of the compensation range for this role. This range takes into account the wide range of factors that are considered in making compensation decisions including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on final candidate qualifications and experience. The full range salary for this position is Step 1: $28.13/hr - Step 18: $41.03/hr. The hourly range the University reasonably expects to pay for this position is Step 1: $28.13/hr.

Job Closing Date

These union positions are represented by the bargaining unit Clerical & Allied Services - CX Teamsters Local 2010.

A valid US Driver's License is required - this position is a part of the DMV - Pull process.

About the Job

Under supervision, the Fleet Analyst promotes customer-oriented services, responds to customer and vendor inquiries related to rentals, vehicle maintenance, billing, services, incidents, or concerns in a timely manner, and follows up to ensure satisfactory resolution. Oversees billing for Fleet Services, vehicle long/short-term rentals, insurance costs, fuel charges, vehicle repairs and maintenance, and other applicable services. Collaborates with several campus departments on vehicle accident/incident reports and driver safety programs to ensure compliance with applicable campus and UC policies and governmental regulations. Performs audits and reconciliation of various Fleet Services systems to ensure accuracy and compliance; makes adjustments or corrections as necessary. Provides other operational and administrative support to Fleet Services as needed. This position requires a valid California driver's license and enrollment in the DMV pull program to successfully perform the duties outlined in the job. The employee will be responsible for delivering UC fleet carts/vehicles to vendors for service or estimates as needed.

KEY RESPONSIBILITIES

  • Assists in the analysis of the acquisition and use of vehicles.
  • Compiles data and provides reports.
  • Calculates the use of the daily rental pool by category.
  • Calculates operating cost per vehicle, e.g., direct parts expenditures, overhead costs, etc.
  • Retrieves and analyzes reports from systems to determine operating costs per mile.
  • Reviews, analyzes, and summarizes data; creates reports; identifies trends; communicates trends, data, and operating costs to Fleet Manager and Financial Analyst.
  • Manages the gas credit card program to include monitoring renewal process, card issuance, retrieval, and inventory.
  • Develops fuel reports, analyses, and comparisons for the Fleet Manager and campus customers, as requested.
  • Compiles Voyager fueling systems reports to determine trends in gas prices at specific fueling sites, and utilization of fuel by various vehicle types.
  • Compiles required information related to fuel consumption, vehicle emissions, and other environmental regulations.
  • Promotes customer-oriented services to ensure that performance standards, service guarantees and initiatives are delivered.
  • Responds to customer inquiries regarding maintenance, emergency services, billing, etc. on a timely basis, including but not limited to:
    • Resolves billing problems by identifying the cause of the problem, determining the best resolution, and expediting corrections or adjustments, and following up with the customers to ensure satisfaction.
    • Notifies manager of issues requiring additional intervention.
  • Coordinates campus-wide automotive insurance claims and monitors repair expenditures and reconciles insurance payments.
  • Provides customer assistance in reporting vehicle incidents.
  • Coordinates the accident and insurance claim reporting for vehicle damage or loss, ensuring timely processing of claims.
  • Verifies appropriate insurance-related charges, including department deductibles and liability shares, as well as facilitating UCOP reimbursements.
  • Acts as department equipment custodian through the equipment tracking system and conducts department inventory controls, including processing and maintaining records of equipment insurance requests.
  • Maintain database for all campus-owned vehicles.
  • Maintains and updates vehicle assignments and billing in the pool program.
  • Determines and submits recharge items, including but not limited to rental/lease vehicle rates, maintenance, repair, external vendor charges, etc.
  • Manages the coordination and installation of GPS devices, monitors activities, and maintains records and system data; pulls data and generates reports.
  • Coordinates maintenance and repair of departmental fleet vehicles and equipment.
  • Serves as a designated campus administrator of the Department of Motor Vehicle (DMV) Employer Pull Notice (EPN) system to monitor public driving records of University drivers for all campus departments as required by the California Vehicle Code and the Public Utility Code.
  • Coordinates the DMV Employer Pull Notice Program (EPNP) in collaboration with SAMBA, other third-party administrators, campus HR, and departments.
  • Receives daily, monthly, and other periodic reports and takes appropriate action as warranted. Reports any negative findings to campus HR for handling. Ensures compliance with all license and certification requirements; notifies campus HR of any convictions or other DMV actions relating to the status of employee driving privileges.
  • Facilitates or enforces recommended action as provided by campus HR. Informs departments of applicable requirements and policies.
  • Participates and supports the driver training program by coordinating and collaborating on training dates and schedules and providing training as necessary.
  • Participates in the development and implementation of the department's mission, goals, and strategic planning.
  • Assists in the review of operations and services to identify operational efficiencies and integrate "best practices".
  • Coordinates and/or participates in special projects and assignments, the scope of which may extend beyond day-to-day operations.
  • Maintaining accurate records of all access control activities.
  • Ensure appropriate authority prior to issuing keys.
  • Ordering replacement keys as needed.
  • Recovering department keys from departing personnel.
  • Reporting any failure to recover access control keys to department management and UCPD.
  • Securely storing unassigned keys in the department's UCPD-approved cabinets.
Qualifications

EDUCATION and EXPERIENCE

  • High School Diploma, General Equivalency Degree (GED), or High School Equivalency Diploma (HSED) or equivalent.
  • Bachelor's degree from an accredited university. (Preferred)

AND

  • High school diploma, GED, or HSED, and four (4) years of administrative/clerical work experience, which has led to the development of the skills, knowledge, and abilities essential to the successful performance of the duties assigned to the position.

OR

  • Bachelor's degree and related work experience which have led to the development of the skills, knowledge, and abilities essential to the successful performance of the duties assigned to the position.

CRITICAL KNOWLEDGE AND SKILLS

  • Thorough knowledge in administrative procedures and processes including word processing, spreadsheet and database applications.
  • Requires good verbal and written communication skills, active listening, critical thinking, multi-task and time management skills.
  • Requires interpersonal and work leadership skills to provide guidance to other nonexempt personnel.
