REQUIREMENTS AND PREFERENCES

The Broward County Board of County Commissioners is seeking qualified candidates for Painter (Facilities Management Division).

The Broward County Public Works Department, Facilities Management Division, provides program and administrative management of the maintenance and repairs, roads and grounds, utilities, minor renovations and capital maintenance, cleaning, paid parking, security and real property management of certain County facilities and properties.

In accordance with Federal Bureau of Investigations (FBI)/Florida Department of Law Enforcement (FDLE) security policies, the FBI/FDLE Criminal Justice Information Services (CJIS) Access Security Policy requires that all criminal justice agencies (including Broward Sheriff's Office, State Attorney's Office, and Medical Examiner's Office) have documentation of enhanced background screening on file for all personnel who may conduct any type of unescorted work or duties within any location that Criminal Justice Information (CJI) is housed (i.e., any type of computer or computer system/network with direct access to CJI).

Therefore, this Painter position may require: (1) state of residency and (2) passing and maintaining a Level 2 Background Screening.

General Description
Candidates must have painting experience in a commercial, industrial, or facilities operations setting. The full-time painter will be expected to work well with a team, and always represent our Division in a professional manner by upholding the highest standards of conduct, cleanliness, orderliness and quality. Under general to limited supervision, the Painter performs a variety of journey level painting and related maintenance work.

Prepares a variety of interior surfaces prior to painting in order to ensure maximum finish life. This includes removing wallpaper and patching drywall. Protects designated areas, prevents finish application to unwanted areas, and/or protects the public/other workers from contamination/spills.

Paints/applies special finishes/coverings to a variety of interior surfaces, including walls, doors, ceilings, etc. in order to maintain acceptable appearance of the facility, update the type/quality of finish, improve appearance of work and public access areas, repair wear and tear/damage to the facility, remove graffiti, and/or improve the safety of the facility.

Prepares a variety of exterior surfaces for painting/finishing in order to meet Federal Aviation Administration, U. S. Department of Transportation, and/or Americans With Disabilities Act regulations, ensure maximum finish life, protect designated areas, prevent finish application to unwanted areas, and/or protect the public/other workers from contamination/spills.

Paints a variety of street, sidewalk, and related surfaces in order to ensure street and parking markings comply with U.S. Department of Transportation and Americans With Disabilities Act regulations, identify caution areas for safety, and/or identify restricted parking spaces.

Estimates/determines time and materials needed to complete assigned painting project in order to facilitate scheduling, identify approximate costs and staffing needs, identify type/amount of paint/finish/coverings needed, and/or to provide information needed to determine whether to do project in-house or contract out.

Uses air less sprayers, conventional pot sprayers, brushes, rollers and other trade related tools. Obtains materials, supplies, and equipment needed to complete assigned projects/work orders.

Prepares written materials or uses electronic device/computer/PDA (i.e., work order status, materials request, time and attendance, repair status, activity logs, etc.) for the purpose of documenting activities and/or conveying information

Performs a variety of journey level painting and related maintenance work.

Works under close to general supervision according to set procedures, but determines how or when to complete tasks.

Minimum Education and Experience Requirements
Requires one (1) year serving a painter apprenticeship program or professional painter experience.
Special Certifications and Licenses Required
Possess and maintain a valid Florida Class E Driver's License based on area of assignment.
Preferences
* Completion of a recognized vocational education program or apprenticeship in painting trades
* NACE Institute certification in their General Coatings Program
* At least (2) years experience using computerized maintenance management systems
* At least (2) years or more experience using HVLP spray equipment and mixing paint
* At least (2) years or more experience in commercial/institutional painting


DUTIES AND RESPONSIBILITIES

The functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the job as necessary.

Prepares a variety of interior and exterior surfaces for painting or finishing in order to ensure maximum finish life, protect designated areas, prevent finish application to unwanted areas, and/or protect the public or other workers from contamination and spills.

Estimates and determines time and materials needed to complete assigned painting project in order to facilitate scheduling, identifies approximate costs and staffing needs, identifies type and amount of paint, finish, and coverings needed, and provides information needed to determine whether to do project in-house or contract out.

Mixes and matches paints and stains using the proper proportions of pigment, base, and thinner; applies paint to interiors and exteriors of buildings; applies paint to special institutions, general building, and other furniture and equipment as well as to a variety of equipment; uses spray gun and brushes.

Occasionally performs staining; uses brush or rag, or dips objects into various stains; stains shelving, benches, tables and cabinets prior to lacquering or varnishing.

Rigs and erects scaffolding; hauls and erects ladders; applies waterproofing to building walls; cuts old caulking compounds and inserts new; repairs bad spots in furniture; applies paint remover; neutralizes spots with alcohol or sands or scrapes it; cleans brushes and spray guns and makes minor repairs to equipment and apparatus.

Performs related work as assigned.

Physical Demands

Physical demands refer to the requirements for physical exertion and coordination of limb and body movement.

Performs medium to heavy work that involves walking, standing, stooping, lifting, and raising objects and also involves exerting between 20 to 50 pounds of force on a regular and recurring basis and 50 to 100 pounds of force on an occasional basis.

Unavoidable Hazards (Work Environment)

Unavoidable hazards refer to the job conditions that may lead to injury or health hazards even though precautions have been taken.

Involves routine and frequent exposure to toxic/caustic chemicals.
