Role Description:

The Senior Program Manager, Potomac Interceptor assists in managing the planning, design and construction of the rehabilitation and improvement of the Potomac Interceptor (PI). The PI is a critical interceptor, approximately 54 miles long ranging from 36" to 96" diameter. It conveys flow from Loudoun and Fairfax Counties in Virginia and Montgomery County in Maryland to the District of Columbia's 's sewer system for treatment at the Blue Plains Advanced Wastewater Treatment Pant. The incumbent is expected to carry out assignments independently, to include interpreting policies and regulations and coordinating work with others. Methodology and approaches to solving problems are regularly determined by the incumbent.



Essential Duties & Responsibilities:

Duties within the scope of the practice of engineering will be performed under the responsible charge of a District of Columbia licensed PE as defined in D.C. Official Code Section 47-2853.131. Scope of practice for engineers:

For the purposes of this part, the term "practice of engineering" means the application of special knowledge of the mathematical, physical and engineering sciences and the methods of engineering analysis and design in the performance of services and creative work including consultation, investigation, expert technical testimony, evaluation, planning, design and design coordination of engineering works and systems, planning the use of land and water, performing engineering surveys and studies, and the review of construction for the purpose of monitoring compliance with drawings and specifications, in connection with any utilities, structures, buildings, machines, equipment, processes, work systems, projects, and industrial or consumer products, or equipment of a control systems, communications, mechanical, electrical, hydraulic, pneumatic, or thermal nature, that may involve safeguarding life, health, or property, and including such other professional services as may be necessary to the planning, progress, and completion of any engineering services.




  • Manages consultants including overseeing scope, schedule and budget
  • Conducts site visits to document the progress of projects and to ensure compliance with released for construction design documentation.
  • Reviews documents received from program consultants for quality control and compliance with requirements and the scope of work for the Potomac Interceptor.
  • Monitors the program consultants' efforts to identify and mitigate potential sources of project delays during the construction phase.
  • Reviews project change orders, work change directives, and cost estimates and identifies and recommends corrective actions to technical problems that arise during design and construction.
  • Reviews construction sequencing and safety plans received from contractors and identifies potential risks and their impact on project schedules.
  • Performs other duties and projects as assigned at the discretion of the immediate supervisor.

Key Working Relationships: This position has significant interactions with outside contractors and consultants, and with other DC Water departments.



Skills & Qualifications:

The qualifications listed below are representative of the knowledge, skill, and ability necessary for an

Required Skills & Qualifications



Required Experience:
Minimum of seven (7) years of progressive project management experience, design and construction management of large diameter sewer system.
Minimum Education Requirements:
Bachelor's degree in civil or environmental engineering, or related degree from an accredited college/university with an Accreditation Board of Engineering and Technology (ABET) curriculum, or ABET equivalent
Required Skills:
Understanding of sanitary engineering principles and practices for sewer planning, design and construction
Understanding how to plan and design sewer systems or provide construction management of such projects
Understanding the techniques and procedures to managing consultants including overseeing scope, schedule and budget
Proficiency using a personal computer to include a current knowledge of professional engineering software is required.
Excellent verbal and written communication skills are required.
Well-developed management skills including effective delegation of work and performance management is required.
Exceptional attention to detail is required.
Required Licenses & Certifications:
A DC Professional Engineering License (PE) is required at the time of hire or the ability to obtain a license by reciprocity within 6 months of hire date.

  • Indoor and/or outdoor environmental conditions that include exposure to extreme cold and/or extreme hot temperatures.
  • Noise and hazards from a variety of physical conditions.
  • Atmospheric conditions that affect the respiratory system or skin such as fumes, odors, dust, mists, gases or poor ventilation, or to exposure to oils or other cutting fluids.



Preferred Skills & Qualifications



Preferred Experience:
Sewer system design and construction experience
Experience managing consultants
Ten (10) years of experience of design and construction management of large diameter sanitary sewer
Preferred Education Requirements:

Preferred Skills:
Alternate project delivery experience such as construction manager at risk (CMAR), progressive design-build (PDB) or similar is desirable
