The Comprehensive Care Supervisor provides administrative and supervisory oversight to the health, nutrition, and inclusion team for the Early Head Start and Early STEPS (Support, Training, and Education to Partners Services) Programs. This includes weekly individual and group supervision. Weekly supervision incorporates training, administrative, clinical and reflective practices. The Program Supervisor assures quality of service provision and monitoring of staff for contract compliance. Staff may include the Program Nurse, Nutritionist, Specialists, and Interns. ESSENTIAL DUTIES AND RESPONSIBILITIES

- Provides on-the-job onboarding and training to new and on-going staff based on assessment of individual staff.
- Provides weekly individual and group supervision following Agency/Contract best practices and policies for frequency, duration, quality and content of supervision.
- Ensures services delivered are of high quality, culturally responsive and outcomes driven.
- Facilitates and participates in interviewing of new staff as part of a team.
- Works independently and as part of a team; responsible for ensuring coverage of duties during absences and/or in case of emergencies and disasters.
- Stays current with the HSPPS (Head Start Program Performance Standards) and State Department of Developmental Disabilities regulations; monitors the quality and timeliness of services delivered to children in accordance with contract requirements as well as program policies and procedures.
- Monitors staff to ensure data is entered in a timely manner, documents in children's and partners' files are accurate and kept up to date.
- Ensures data and documentation in program record keeping system is up to date, accurate and reflects education, ongoing communication, care, ongoing follow-up, collaboration and support are provided to clients.
- Administers quality assurance procedures including record reviews, routine observations, and sample monitoring.
- Provides employees with timely, accurate feedback on performance encouraging growth and addressing poor performance.
- Coaches staff to deliver high quality training and workshops based on adult learning principles.
- Monitors the quality of the content and delivery of technical assistance, workshops and services by the staff to ensure that information is tailored to meet the needs of the audience and complies with contractual obligations.
- Ensures timely responses and follow-ups to referrals from primary service delivery staff, community partners, and childcare partners requesting consultation and technical assistance in health, nutrition, mental health, and inclusion services.
- Guides staff to triage and individualize the delivery of supportive services to prioritize high-risk issues. Monitor to ensure timely and appropriate responses are taken.
- Participates in Multi-Disciplinary Risk Management (MDRM) Team Meetings and/or prepares and guides direct reports to participate as well.
- Ensures high level of collaboration and communication between the supportive care team staff and primary service staff and administrative team.
- Ensures that all mandated health, nutrition, mental health and inclusion training is provided to staff, partners and parents. Utilizes data to identify additional ongoing training needs for staff and contractors as needed.
- Prepares reports as needed for contractual compliance.
- Works with the EHS and 0 to 5 team to accomplish the Agency and program's long-term goals and objectives.
- Participates in weekly individual supervision with the supervisor.
- Participates in recruitment efforts to ensure a child wait list of eligible applicants and FCC/Center Providers is maintained throughout the year.
- Travels between Foothill Family, Community Partner, and Child Care Partner sites for training, meetings, and other in-person interactions.
- Attends in-person meetings and events at various locations within the Los Angeles County and surrounding areas.
- Provides care or services to minors or comes into contact with minors as part of their job duties.
- Provides services relating to the administration of public funds or benefits, including eligibility for public funds or public benefits.
- Displays sensitivity to the service population's cultural and socioeconomics characteristics.
- Performs work in a safe manner at all times and ensures that other individuals do not put themselves or others at risk.
- Follows all policies, procedures and legal mandates including HIPAA, client confidentiality, releases of information, protected health information (PHI) and client files.
- Ensures performance and behaviors support the Agency's performance quality improvement (PQI) goals and objectives.
- Reports to work on time and maintains reliable and regular attendance.
- Performs other duties as assigned.
POSITION REQUIREMENTS
- Bachelor's degree in public health, Maternal and Child Health, Child Development, Health Administration, or related field.
- Two years of supervisory and/or direct service experience in Early Head Start, services to children with special needs, or related program preferred.
- Knowledge of Head Start Program Performance Standards, California Department of Developmental Disabilities, and Part C Services preferred.
- Experience providing supportive or direct services to expectant families and children ages 0 to 5 and their families.
- Experience with developing, organizing, planning and presenting trainings on early childhood development, early intervention and prevention preferred
- Knowledge and skills in reflective practice and/or supervision.
- Sound organization and time management skills.

- Ability to be an excellent representative of the Agency to the community.
- Ability to work well with staff in a team setting.
- Excellent written and oral communication skills.

- Must be familiar with the ethnic backgrounds and heritages of families in the program and able to effectively communicate, either directly or through interpretation and translation, with children who are dual language learners and to the extent feasible, with families with limited English proficiency.
- Must be able to work during weekends or evenings as needed for events, trainings and meetings.
- Must have computer skills to work with electronic record keeping systems and reporting.
- Valid CA Driver's License and maintains insurability on the Agency's auto liability policy (including a minimum of 2 years driving experience after receiving license) and maintains the California state required auto insurance liability limits OR maintains reliable transportation to attend all appointments and meetings as required in the position.
