Pay Rate/Range: The budgeted salary range that the University reasonably expects to pay for this position is $93,000 to $98,000/year. Salary offers are determined based on final candidate qualifications and experience; the budget for the position; and the application of fair, equitable, and consistent pay practices at the University. The full salary range for this position is $85,400 to $156,800/year.

Brief Summary of Job Duties:
This position is responsible for managing UCSB's compliance with policies related to contracting for covered services, including Regents Policy 5402, Article 5 of the AFSCME collective bargaining agreements, California Senate Bill 820, and other relevant system-wide requirements. The role involves serving as a subject matter expert, facilitating the compliance process, and providing consultative support to various internal departments and external vendors. Responsibilities include working closely with teams such as Procurement Services, Campus Dining/Catering, Talent Acquisition, HR-Compensation, and Business & Financial Services to ensure compliance with all contractual and regulatory obligations.

The role also involves coordinating the implementation of new program requirements, engaging with the UC Workforce Commitment Office and Procurement Services to manage changes, and monitoring contract employees approaching qualified individual (QI) status. Additionally, the position is responsible for tracking and resolving compliance issues related to wage/benefit parity, creating tracking systems and reports, and analyzing data to ensure accurate and timely reporting.

In addition to compliance duties, the position contributes to training efforts, designing and delivering instructor-led sessions, creating training materials, and assisting with campus guidance. Special projects and ad hoc analytical studies related to HR and Procurement initiatives are also part of the responsibilities. The role ensures that compliance documentation, audits, and reporting requirements are met and maintained.

Required Qualifications:

  • Bachelor's degree in related area and / or equivalent experience / training.
  • 4-6 years Experience and proficiency with computers/systems such as spreadsheets, Google suite (such as Docs, Sheets, email, etc.), ticketing systems, and experience working with large data projects.
  • 4-6 years Experience interpreting and providing guidance on complex written material and specifications, including giving presentations.
  • 4-6 years Experience with advanced professional communication skills including verbal and written communication, active listening, persuasiveness, advising and/or counseling skills.
  • 4-6 years Experience analyzing, researching, and preparing reports to meet regulatory, budgetary and/or other legal reporting requirements.
  • Strong interpersonal skills to communicate effectively with all levels of staff, both verbally and in writing.
  • Ability to exercise discretion, sound judgment and maintain confidentiality.
  • Must be highly detail-oriented critical thinker with the ability to multi-task within demanding timeframes and meet strict deadlines.

  • Experience facilitating and collaborating with diverse internal and external constituencies.
  • Advanced knowledge of policy analysis techniques.
  • Thorough knowledge of organizational or initiative processes, protocols and procedures

Job Functions and Percentages of Time:

  • 75% Policy Analysis and Compliance:
    Manages all processes related to compliance with Regents Policy 5402, Article 5 of the collective bargaining agreements between the University and AFSCME (and any subsequent iterations thereof), policies pursuant to California Senate Bill 820, and other related systemwide policies and requirements regarding limitations on contracting out for covered services ("Contracting for Covered Services").

    Serves as a subject matter expert and facilitator of UCSB's response and compliance efforts regarding Contracting for Covered Services, in consultation with the Office of Procurement Services, Campus Dining/Catering, Talent Acquisition, HR-Compensation, Business and Financial Services, the Office of the Article 5 Responsible Executive, and affected departments.

    Works proactively with and provides consultative services and support to UC vendors and suppliers to ensure timely compliance with all obligations related to Contracting for Covered Services, including wage-benefit parity obligations and timely, complete, and accurate data reporting.

    Manages communications and scheduling with external (labor unions and UCOP) and internal (UCSB) contacts.

    Responsible for coordinating the implementation of new program requirements that may be mandated by law, policy or contract, in collaboration with the UC Workforce Commitment Office, and the Office of Procurement Services, including process design and communication and socialization of new requirements to campus constituencies.

    Serves as liaison to, and manages UCSB's engagement with, UC's proprietary Covered Services tracking system ("AgileOne"). Monitors contract employees approaching qualified individual ("QI") status and proactively engages with Talent Acquisition and the affected department(s) regarding QI-related obligations. Resolves all alerts and communications from Agile One regarding Acknowledgment Letters to ensure accuracy of data, and works with UC vendors to remedy errors and mitigate future risk.

    Exercises independent judgment regarding escalation of issues to Workforce Commitment Office when necessary to resolve disputes, and coordinates with appropriate campus partners as necessary.

    Monitors wage/benefit parity (WBP) rates to ensure compliance with Senate Bill 27, and works with UC vendors and suppliers as necessary to address and resolve compliance issues related to WBP rates and hours reporting. Creates tracking systems and a dashboard for existing and new Covered Service exceptions and contracts, as well as resource guides, flowcharts and templates as needed. Develops efficient business process and workflow tools. Develops and maintains advanced spreadsheets to support analysis. Provides analytical support for complex budget, financial, or resource analysis projects.

    Ensures that the appropriate internal controls are addressed, maintained and strengthened to protect University resources.

    Analyzes and responds to requests for information (RFIs) that may be received from UC unions, Systemwide Employee and Labor Relations, or the Workforce Commitment Office regarding Contracting for Covered Services. Creates reports in response to Requests for Information and Article 5-related Grievances, and other reports as assigned.

    Responsible for Contracting for Covered Services data and case management. Establishes and maintains contacts internally and with external constituents for the collection and exchange of data. Maintains compliance documentation, keeping records of compliance activities, such as audits, reporting, and notice requirements. Responsible for preparing annual prioritized program and projects request list.

    Audits and approves regular Article 5 reports to the Regents for all exceptions and contracts.
  • 10% Training:
    Serves as part of the Article 5 and AB5/2257 (Independent Contractor) Compliance training team and delivers instructor-led campus training with other Article 5 Campus constituencies (such as Purchasing, Risk Management, Campus Catering, the Office of the Article 5 Responsible Executive, Talent Acquisition). Designs presentation slides for campus training to be consistent with the UC Santa Barbara brand and to be user-friendly and easily understood by trainees. Develops training materials and appropriate guides. Assists with preparation of guidance and other instructions for issuance to Departments. Tracks issues and makes recommendations regarding campus-training needs.

  • 10% Special Projects:
    Completes work as assigned in support of HR and/or Office of Procurement initiatives and special projects. Performs ad hoc, analytical studies/special projects on a wide variety of policies, programs and issues.

  • 5% Duties as Assigned: As time permits, may perform other HR or Procurement duties, as assigned.
