Position Highlights This position reports directly to the Chief of Police and serves as the operational administrator and second in command for the UAPD. This position provides highly complex staff assistance to the Chief of Police; and is responsible for the oversight, planning, supervision, and reviews of all division operations and personnel. Division Assistant Chiefs report to the Deputy Chief. The Deputy Chief assumes responsibilities of the Chief of Police in the Chief's absence and performs other duties as assigned. The Deputy Chief receives general direction from the Chief of Police, but their work requires considerable judgment in the interpretation and application of rules, regulations, laws, and policies. Considerable latitude is permitted for independent action within the framework of department policies.

Duties & Responsibilities
  • Provides managerial and leadership oversight of the Field Operations and Operational Support Divisions.
  • Ensures that all operations are compliant with Arizona Peace Officers' Standards and Training Board (AZPOST), Commission on Accreditation for Law Enforcement Agencies (CALEA), and International Association of Campus Law Enforcement Administrators (IACLEA) accreditations, as well as departmental and university policies and procedures.
  • Serves as integral member of senior management team.
  • Represents and speaks on behalf of the department.
  • Formulates programs and plans to maintain divisional and departmental effectiveness.
  • Directs the organizational and mobilization activities necessary to achieve the department's mission, goals, and objectives.
  • Leads the design and implementation of operational, technical and administrative methods of university community policing, crime prevention, law enforcement and related functions, including but not limited to investigations, patrol, traffic enforcement, and safety/security.
  • Participates in budget preparation and assists in budget implementation. -Oversees allocated budgets and ensures that all units remain within budget limitations; participates in forecasting future budgetary needs.
  • Supervises and evaluates the work of subordinate personnel by reviewing results achieved and ensuring performance standards.
  • Makes hiring decisions with the Chief of Police.
  • Performs other duties as directed or required.

Knowledge, Skills, and Abilities:

  • Knowledge of organizational and management practices as applied to the analysis and evaluation of police programs, policies and operational needs.
  • Knowledge of progressive principles, procedures, and methods used in field operations and services, in addition to modern principles, practices and techniques of police administration, organization and operations, including those related to patrol, criminal investigation and support activities.
  • Demonstrated commitment to the department's vision, mission, and core values.
  • Understanding and applied knowledge of relevant federal, state and local laws; of principles and practices of supervision; and of training and personnel management.
  • Ability to educate, persuade and work collaboratively within a culturally diverse setting.
  • Ability to effectively engage the campus community and develop and maintain effective partnerships.
  • Demonstrated ability to command the respect of employees and to assign, direct and supervise their work.
  • Ability to analyze complex police problems, identify solutions, project consequences of proposed actions and implement recommendations in support of goals.
  • Ability to analyze and modify modes of delivering police services in order to enhance effectiveness while maintaining efficiency.
  • Ability to effectively mentor, supervise, train and evaluate staff and to establish and maintain effective working relationships.
  • Excellent written and verbal communication skills.
Minimum Qualifications
  • Bachelor's degree or equivalent advanced learning attained through professional level experience required.
  • Minimum of 9 years of related work experience, including 5 years of managerial experience, or equivalent combination of education and work experience.
  • Experience leading a team, project, program, or function.
  • Experience in making complex administrative and operational decisions.
  • AZPOST certification.
  • Holds the current rank of Police Lieutenant or higher.
  • Possession of an Arizona type D driver's license is required upon employment and Ability to drive according to the University Fleet Safety Policy.
  • Successfully pass background check to include a polygraph, psychological and physical examination, and
    drug screening.
Preferred Qualifications
  • Master's degree.
  • Completion of advanced law enforcement supervision and management training such as the FBI National Academy, the Police Executive Research Forum's Senior Management Institute for Police, Northwestern University's School of Police Staff and Command, Southwest Leadership Institute, or equivalent.
  • Completion of ICS 300 and 400.
  • Experience in campus law enforcement.
