Position Highlights |
The Department of Physiology at the College of Medicine - Tucson invites qualified applicants to apply for the position of Department Administrator. The Department Administrator provides executive leadership in overseeing and directing the development, implementation, and execution of programs, strategies, and initiatives that advance the mission of the Department of Physiology. This role entails the oversight and integration of all business operations, including financial management, human resources, grants and contracts administration, regulatory compliance, IT services, and facilities/space management, positioning the Administrator as the primary authority on all business and administrative matters impacting the department. The Administrator is responsible for establishing and maintaining the infrastructure that supports the department's academic, research, and service endeavors. Additionally, they lead the formulation of both strategic and tactical business plans, ensuring the development and enforcement of policies, procedures, and systems to optimize operational effectiveness. With a focus on continuous improvement, the Administrator designs and refines processes for managing daily operations and provides high-level analysis to inform decision-making. As a key member of the department's leadership team, the Administrator collaborates closely with the Chair and senior faculty in shaping and executing the department's strategic and operational direction. Duties & Responsibilities |
- Manages all financial resources of the Department and is directly responsible for fiscal results.
- Prepares and maintains the Department's all funds budgets.
- Budgets, tracks and reports revenue and expenses associated with academic, research, development, and service center/core facility endeavors.
- Identifies budget variances and initiates corrective action.
- Gathers information and input for the preparation and management of operating and capital budgets.
- Coordinates, manages, and approves procurement.
- Develops, communicates and implements financially sound budgets for research projects.
- Monitors Department trends with regard to research and education. Based on those trends, develops and makes recommendations to the Department Chair.
- Provides consultative service to the Department Chair on issues of administration, financial reporting and organizational management.
- Directly monitors and maintains compliance for pre- and post-award of grants, contracts, and outgoing subcontracts.
- Researches, analyzes, and prepares contracts for negotiation (as applicable) and participates in contract negotiations where appropriate.
- Monitors regulatory compliance with VPR office (human subjects, animal subjects, risk management, conflict of interest, cost sharing, laboratory chemical safety, HIPAA, intellectual property, etc.).
- Coordinates all human resources activities for the Department, working with centralized Human Resources services to ensure financial support and seamless management of the recruiting, hiring, termination, classification, training, salary administration, time coordination, effort reporting, payroll, performance evaluations, visa processing for foreign scholars, and employee relations functions for department personnel.
- Ensures adherence to policies and procedures established by the University of Arizona, the UA Foundation, AHSC, and the College of Medicine.
- Manages business office operations, supervises and trains staff.
- Establishes and maintains cooperative relationships within the department, the COM, the university including sponsored projects, the Office for Research and Contract Analysis, and external entities.
- Represents the department, college, or university at meetings and conferences.
- Accountable to UA College of Medicine leadership, including the College of Medicine Chief of Staff and Dean for Finance/Business Affairs. Works closely with COM leadership to assist with the development and implementation of operating policies and procedures as they relate to operational and financial implications for the Department.
- Responsible for compiling and submitting data for special reports including Academic Program Reviews (APR), Continuity of Operations Plan (COOP), Campus Emergency Response Team (CERT), All Funds budget (AFB), as well as association surveys (HERD) and response requests.
Knowledge, Skills, and Abilities:
- Extensive knowledge of financial, grants and contracts, and administrative management.
- Knowledge of research and educational operations.
- Demonstrated skills in leadership, management and positive communication.
- Excellent interpersonal skills.
- Demonstrate ability to simultaneously manage multiple projects.
- Strong knowledge of financial management principles, research guidelines and systems.

Minimum Qualifications |
- Bachelor's degree in finance, accounting, business administration, healthcare administration or a closely related field.
- Minimum of 9 years of related work experience in the administration of an educational, research or service institution, including 5 years of managerial experience, or equivalent combination of education and work experience.

Preferred Qualifications |
- Master's degree in business administration, healthcare administration or a related field.
- Significant experience in budgeting, planning, grants and contracts, utilization of performance reporting, purchasing and business systems.
- Significant experience leading and managing staff.
- Experience with UA financial and administrative systems.
