A Brief Overview

Reporting to the Senior Vice President- Development of Military Housing, the Senior Director of Development serves as Project Developer and Project Executive responsible for managing the development activities of Military Public Private Venture (PPV) Projects including oversight of the day-to-day ownership-level business functions of Military Projects. This role works actively with other disciplines on all elements of effective project management including planning and coordination of resources to deliver high quality results for our military families.

What you will do



  • Assists in the provision of oversight of Managing Member responsibilities under the Project Business Agreements.
  • Ensures military housing program requirements and regulations are monitored regularly and are in full compliance with appropriate regulatory agreements and agencies. Coordinates with Asset Management, Operations, Construction, and Finance and Accounting, as appropriate.
  • As directed by Senior Vice President - Development, coordinates with Asset Management in reviewing the recommendations of the Asset Manager for maximizing Project performance.
  • As directed by Senior Vice President- Development, coordinates with Operations on Owner-level business decisions in the administration of Property Management activities to maximize Project performance.
  • Oversees management of PPV Development activities, as directed by Senior Vice President-Development, which may include supervising and guiding design consultants and engineers from conceptual drawings through construction documents.
  • Oversight of PPV Construction Management activities, as directed by Senior Vice President-Development, which may include coordinating with VP Construction, performing or reviewing cost analysis and approving design decisions.
  • Works with Asset Management, Finance and Accounting, and the military partners to evaluate and help refine the project pro forma.
  • Assists Senior Vice President-Development, as directed, in ensuring the completion of the project within the established ROI objectives. Helps to ensure that all Project Financial reporting and other requirements as outlined by the PPV business and indenture agreements are being adhered to.
  • Performs contractual obligations of project Developer for Initial Development Period and Project Recapitalization Account funded projects.
  • Coordinates project vision and implements development plans and oversight.
  • Manages multiple projects to completion within schedule and budgetary limitations.
  • Obtains project approvals through partnership and coordination with Government Partners and Local Authorities having Jurisdiction.
  • Reviews consultants work product for compliance with project requirements.
  • Develops preliminary project schedules. Performs or reviews cost analysis and approves design decisions. Coordinates plan reviews, cost analysis, and value engineering efforts. Reviews bidding, scoping and buy-out of development and construction costs. Reviews and processes construction contracts, scheduling, payments, RFI's, submittals and change orders.
  • Oversight and involvement of site and quality control inspections.
  • Represents the Development Project and Partnership at various stakeholders, boards and commission meetings.
  • This position requires driving for the Company using either 1) a Company vehicle, at any frequency from Rarely to Constantly; or, 2) a Personal or Rental vehicle to conduct Company business more than 50% of the time to perform work duties.


Qualifications



  • Bachelor's Degree in Real Estate, Finance, Economics, Engineering or equivalent experience Required and
  • Master's Degree A plus with experience in Real Estate, Finance, Project Management or Business Administration. Preferred
  • five to 10 years of experience in Real Estate Development Management or Asset Management. Required and
  • experience developing and managing development budgets Required
  • Demonstrated ability to create support and buy-in from staff, vendors, management, and other partners.
  • Strong analytical and problem solving skills. Ability to define problems and organize efficient solutions, analyze data, draw valid conclusions and communicate
  • Strong time management and organizational skills along with the ability to present at a high level.
  • Strong verbal and written communication skills.
  • Strong computer skills and proficiency with MS Office applications.
  • Required to possess and maintain a valid driver's license
  • Requires a self-motivated, independent worker who pays close attention to detail and who can prioritize in a fast-moving environment and anticipate business needs.
  • Self-starter with demonstrated project management and communication skills.
  • Sound knowledge on industry trends and best practices.
  • Excellent analytical skills, including financial and asset management skills.
  • Must demonstrate excellent written and verbal communication skills and interpersonal skills, particularly the ability to communicate effectively with all levels of management and industry and government professionals.

Final salaries will be determined based on factors such as geographic location, skills, education, licenses, certifications, and/or experience.
