Salary/Wage Range: Starting Salary Range $77,977 - $84,340 Annual (Management Salary Grade 16)
Salary/Compensation Statement:

  • Employees newly hired into this position are placed within the first three (3) steps of the salary range. The application is used to determine the initial salary placement for selected candidates. All employment and education history will be considered.
  • Our Management Benefits package includes a generous contribution toward medical, dental and vision insurance, long term disability as well as paid sick leave and vacation time.
  • Lane Community College is considered a qualifying public employer for the purposes of the Public Service Loan Forgiveness Program. Through the Public Service Loan Forgiveness program, full-time employees working at the College may qualify for forgiveness of the remaining balance on Direct Loans after 120 qualifying monthly payments under a qualifying repayment plan. Questions regarding your loan eligibility should be directed to your loan servicer or to the US Department of Education.

Required QUALIFICATIONS


Required Education:
  • Bachelor degree from a regionally accredited institution of higher education.
Required Experience:

  • Three years of experience in providing services in early childhood education and/or child care resource and referral.
  • Two years of lead or supervisory experience.

Licensure or Certification Requirements
  • Oregon drivers license.
Conditions of Employment:

  • The selected candidate must adhere to the guidelines of the Oregon Department of Early Learning and Care Guide and pass a criminal background check per OAR 471-007-0220.
  • Must work and reside in the state of Oregon at the time their work is being performed.

Preferred QUALIFICATIONS


Preferred Education
  • Master's Degree in Early Education, Program Management or related field from a regionally accredited institution of higher education.
Preferred Experience

  • Management experience in the field of Early Childhood Education, Early Learning, or Child Care program in public education, government agency, non-profit or grant funded programs.
  • Experience in technical report writing and/or developing work plans.
  • Experience coordinating of early childhood programming.
  • Experience in a community college setting.

Position Purpose:
Manage Quality Care Connections program, the state Child Care Resource and Referral program for Lane County. This includes oversight of all aspects of this state-funded program, recrutiment/retention of child care providers and assisting businesses and community agencies in developing child care resources.
Essential Functions:

  • Manage the effective operation of the Child Care Resource and Referral program in Lane County. Strategically plan for the development of the program in all areas of operation and budget while tracking all aspects of the work plan.
  • Lead program's strategic planning efforts, coordinate and track all goals and activities written in a state-required work plan.
  • Establish long and short-range goals and objectives for overall program and individual projects.
  • Evaluate project/program effectiveness in achieving goals.
  • Administer contract with the Department of Early Learning and Care: Monitor and ensure compliance with applicable federal, State and local laws, contract requirements, policies, procedures, and federally mandated regulations.
  • Ensure that required budget and/or progress reports are prepared correctly and submitted in a timely manner. Participate in activities in direct support of the work plan.
  • Oversee market research pertaining to childcare development and implementation of satisfaction surveys, program evaluations, provider recruitment and promotion strategies.
  • Develop and implement a marketing plan directed at students and community agencies.
  • Assist with program budget development in coordination with the Director. Implement program budget, review, and monitor expenditures to ensure proper appropriation and timely use of funds.
  • Assist the Director with identifying outside funding opportunities, in addition to developing, writing, editing, and submitting proposals to funding agencies.
  • Assist the Director in work with State and local partners to improve early learning systems by participating in committees, work groups, and other mechanisms to support and improve systems collaboration, as well as presentation of information to external stakeholders.
  • Perform public relations duties for the agency.
  • Evaluate staffing needs, screen applicants for appropriate positions, and oversee hiring of hourly instructors.
  • Update job descriptions and work assignments in coordination with the Director.
  • Lead search committees as needed and coordinate recruitment and retention of childcare providers.
  • Plan, schedule, assign, and train program staff under guidance of the Department Director.
  • Provide input on evaluations of program staff.
  • Establish network relationships with individuals, coalitions, and agencies working with issues related to the goals of Quality Care Connections.
  • Administer advisory committee to improve the overall child care resource and referral system.
  • Act as liaison and advocate for Quality Care Connections with College departments, the community, and other agencies.
  • Promote Quality Care Connections through public presentations, media interviews, and written materials.
  • Provide child care data to community decision-makers to help establish child care needs in Lane County. Develop employer contracts to provide technical assistance to employers about child care resources and referral services.
  • Accurately plan and carry out assignments to meet deadlines, objectives and targets.
  • Supervise staff with reflective supervision.
  • Offer and attend workshops, seminars, conferences and national organization programs to increase knowledge.

Supervision Statement:
Reports to and works under the guidance of the Director. Work is performed independently based on previous knowledge and professional judgment, according to local, State and federal regulations, applicable laws, College policies and program guidelines. Work is reviewed by the supervisor for the effective management of the project/program and the quality of services provided to the target population by staff.

This position manages the work of Quality Improvement Specialists, Early Learning Coaches, office support positions, hourly employees, volunteers, and/or student assistants. This position assigns work, completes tasks, provides priorities, and trains and supervises staff. This position is available to answer questions and troubleshoot problems on a daily basis and may have input into hiring decisions and performance evaluations.
Physical Demands/Working Environment:
This position works indoors and is exposed to usual office working conditions that includes office noises and interruptions, such as printers, telephones, and visitors. This position requires that an employee be able to sit or stand for extended periods of time; perform cognitive and psychometric work for more than six (6) hours a day. Work may require transporting materials up to twenty-five (25) pounds. Work Safely.
