Reporting into the Head of Patient Advocacy and Engagement, the Manager of External Funding will lead and coordinate the efforts for the Government Affairs, Public Policy and Advocacy (GAPPPA) team with non-profit organizations, including think tanks, health policy groups, public health organizations, and patient groups. This role will ensure the integrity of GSK's relationship with and funding to critical non-profit organizations that shape the public policy, political and patient advocacy landscape in the US. This role develops, implements, and administers an annual training program for the GAPPA team and generates semi-annual reporting to ensure the team's compliance with existing US Policies and Practices (USPPs).

The incumbent will interact with internal and external stakeholders to strategically mitigate reputational risk and build trust for GSK with non-profit organizations (think tanks, academics, patient advocacy groups, health policy groups, etc.) and to support compliance with state and federal regulations related to political giving. Internally, this includes the GSK US Pharma (USP) Compliance team, the USP External Funding Committee, and the GSK USP Finance team. Additionally, the manager will work closely with the entire Government Affairs, Public Policy and Advocacy (GAPPA) team by developing and administering annual training for the team on external funding protocols. Externally, this position engages and manages the relationship with the team's external funding vendor. to determine scope of annual work for the team as well as to ensure timeliness of payments processed through the vendor.

The areas within the purview of the Manager, External Funding include, but are not limited to;

  • Create and coordinate a strategy across GAPPA team to ensure alignment between GSK's US GAPPA priorities and GSK's support of third-party organizations.

  • Manage and oversee the external funding process for grants for the GAPPA team to non-profit organizations in the US.

  • Represent GSK to non-profit organizations through the administration of external funding and engage with key non-profit organizations to help advance GSK's US Public Policy and Patient Advocacy Goals.

  • Conduct annual stakeholder mapping of non-profit organizations and create a system to track engagement activities on progress towards GAPPA objectives.

  • Ensure compliance with USPPs that govern interactions with non-profit organizations and US "Sunshine" Transparency laws. Review and revise pertinent USPPs as needed.

  • Manage vendors and external groups in the administration of the web-based portal, www.gskgrants.com. Support system development and required UAT testing as result of required system.

  • Develop and facilitate annual grant training process for GAPPA team and complete semiannual Management Monitoring review

  • Support all requests for Global and LOC reporting requirements related to grants

  • Coordinate with the Compliance Administrator to ensure all ABAC documents are up to date and in support of GSK policy.

  • Support state and federal PAC compliance personnel on reporting, rules, guidance, etc.

  • Bachelor's Degree

  • Demonstrated understanding of politics and the legislative process

  • Experience with Microsoft Office suite of products

  • Proven organizational skills, including finance and project management experience

  • Exhibited analytical and independent problem-solving skills; ability to exercise sound, independent judgment; and drive collaborative decision-making

  • Role requires significant matrix engagement across US and global functions, regular external engagement with non-profit organizations, and oversees third-party vendors.

Preferred Qualifications:

  • Experience working with or for non-profit organizations that are engaged in the legislative process

  • Experience implementing process improvement

  • Experience using CERPS and FIORI

  • Demonstration of a strategic mindset with a focus on flawless execution of key projects

  • Self-starter with proactive approach, excellent time management and prioritization skills

  • Excellent written, verbal, and interpersonal skills

  • Experience presenting to, communicating with, and influencing senior management
