Position Summary

Oversees the wide variety of building maintenance to include, but not limited to, repair, construction, inspection, and maintenance of HVAC equipment and systems, and overall functionality of Prince William Water buildings and grounds and related infrastructure for the water and wastewater utility. Ensures that facilities are clean, safe, operational, and compliant with regulatory requirements. Coordinates and supervises maintenance technicians, manages projects, contracts, and collaborates with other departments to ensure efficient building and grounds operations. Demonstrates a commitment and supports a culture of diversity, equity, and inclusion.

Position Responsibilities / Essential Job Functions

- Oversee and manage day-to-day inspection and maintenance activities for all buildings, including administrative offices, maintenance shops, ancillary buildings, and related structures.
- Develop, schedule, and implement preventive maintenance programs to ensure timely repairs and upkeep of the buildings.
- Supervise and direct a team of maintenance technicians, providing training, guidance, and performance evaluations.
- Coordinate maintenance projects, including renovations, repairs, and upgrades, ensuring that work is completed on time and within budget.
- Collaborate with contractors and vendors for specialized repairs and project work.
- Ensure compliance with local, state, and federal building codes, safety regulations, and environmental requirements.
- Maintain records of maintenance schedules, work orders, and repairs to ensure operational efficiency.
- Prepare and manage the building maintenance section's budget, including forecasting expenses for repairs, equipment, and staffing needs.
- Monitor and ensure proper functioning of HVAC, plumbing, electrical, and other essential building systems.
- Ensure timely response to emergency maintenance requests and unplanned repairs.
- Participate in the development of facility-related projects, including planning, design, and execution.
- Supervise tasks to operate, maintain, install, inspect, and repair building structural components including interior and exterior structure, windows, walls, doors, roof, floors, locks, ceiling tiles, drywall, system furniture, and painting.
- Supervise tasks to operate, maintain, inspect, and repair building security systems including card entry system and closed-circuit television system.
- Supervise tasks to operate, maintain, install, inspect, and repair building plumbing systems, hot and cold water supply piping, sanitary sewer and storm drains, fixtures, water closets, mixing valves, water heaters, and backflow preventers.
- Supervise tasks to operate, maintain, install, inspect, and repair building electrical components such as generators, switch gears, uninterruptible power source systems, receptacles, switches, panel boxes,sub-panels, breakers, light fixtures, lamp holders, ballasts, light bulbs, electrical disconnects, motor starters, and motor control centers.
- Supervise tasks to ensure mechanical systems are running at peak efficiency by inspecting equipment for operating efficiency and safety standards.
- Supervise tasks to ensure energy management and energy-saving strategies are maintained and implemented properly and efficiently.
- Oversee and coordinate vendor support and vendor building maintenance support contracts and contractors including custodial, landscaping, security, electrical, plumbing, HVAC, building structure, and furniture.
- Monitor, maintain, record, receive, and inspect construction projects and contract work to ensure compliance with contractual agreements, contract drawings, and specifications following national, state, and local code requirements.
- Inspect work for conformance with prescribed specifications and safety standards.
- Maintain records of work performed, parts and materials used, equipment failures, and repairs. Order parts for emergency and routine repairs.
- Maintain records of equipment operation logs including temperature, pressures, volts, amps, combustion efficiency reports, safety inspections, and equipment refrigerant records.
- Identify and implement effective building maintenance KPIs and produce building system reports that identify system problems or confirm proper operating conditions and recommend repairs or improvements.
- Supervise staff including, but not limited to, planning, organizing, scheduling, training, reviewing work, providing feedback, approving timesheets, and conducting performance evaluations.
- Operate a Prince William Water vehicle.
- May be deemed essential at any time.
- Perform other duties as assigned or required.

Essential Skills and Experience

Essential Competencies:
- Strong knowledge of building and grounds maintenance, including HVAC, electrical, plumbing, and mechanical systems.
- Ability to read and interpret blueprints, schematics, and technical manuals.
- Familiarity with regulatory compliance in building safety, environmental standards, and building codes.
- Strong leadership and team management skills, with the ability to motivate and guide staff.
- Excellent communication and interpersonal skills for collaborating with stakeholders, internal teams, and external contractors.
- Strong problem-solving skills and the ability to troubleshoot issues efficiently.
- Ability to prioritize tasks and manage time effectively.
- Competency in using asset management and maintenance management software, and other relevant technology tools.
- Ability to supervise staff including, but not limited to, planning, organizing, scheduling, training, reviewing work, providing feedback, approving timesheets, and conducting performance evaluations.
Minimum Education and Work Experience:
- High school diploma or GED required.
- Associate's degree or technical certification in facilities management, engineering, or a related field preferred.
- A minimum of 3 years of experience in building and grounds maintenance, including experience with HVAC, electrical, and plumbing systems.
- Or a combination of education and experience as described above.
Required Licenses/Certifications and other Special Requirements:
- Must possess and maintain a valid driver's license consistent with Prince William Water policy requirements.
- HVAC, electrical, or plumbing certifications are preferred.
- OSHA 30-hour training certification or equivalent preferred.
- Required to work on-call as needed.
Minimum Lead/Supervisory or Management Experience:
- Supervises and directs the work of others.
