The Division of Transportation Planning & Management is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets, supporting the larger goals of economic and social vitality for people living, working and doing business in New York City. The Division's responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists. Traffic Engineering and Planning Unit (TEP) is responsible for conducting, reviewing, and approving transportation engineering and planning studies, analyses and methodologies including transportation planning assumptions for Environmental Impacts Statements, traffic and transportation studies, and projects. These relate to every aspect of traffic operations and planning from curb-cuts to area-wide studies.

Under general direction, with broad latitude for the exercise of independent judgment and initiative, the candidate undertakes and supervises personnel tasked with technical assignments, and participates in planning, organizational, and policy determinations in the New York City Department of Transportation (NYC DOT) as they apply to Section 106 of the National Historic Preservation Act (NHPA) of 1966, Title 36 of the Code of Federal Regulations, Part 800 (36 CFR 800), and Section 14.09 of the New York State Historic Preservation Act; and performs related work. The candidate assists with drawing up of legal agreements, preparation and execution of mitigation measures, and historic resource analyses for NEPA. The candidate reviews related work and documents provided by consultants to ensure that submission information is comprehensive and accurate, therefore the candidate should have experience with historic resources and regulatory compliance. The candidate establishes priorities and liaisons with Federal and State agencies; formulates regulations, standards, plans and programs for related to Historic Preservation as they relate to the DOT in New York City; formulates, organizes and supervises investigations related thereto. Participates in organization of public hearings; is responsible for issuance of various notices of approval or disapproval, for redesign of unacceptable applications and for extensive research. The candidate maintains files related to work of the department including maps, photographs and slides. The candidate should be comfortable speaking to both internal and external members of the project team and can explain the Section 106/14.09 process to individuals with varying knowledge of the topic.

Preferred Skills
Familiarity with archeological resources, National Register of Historic Places eligibility, and section 4(f) procedures preferred but not required. Candidates must meet the qualifications under Title 36 of the Code of Federal Regulations, Part 61, Appendix A (36 CFR 61) in fulfillment of the requirements under Section 106.

Additional Information
This position may be eligible for remote work up to 2 days per week, pursuant to the Remote Work Pilot Program agreed to between the City and DC37. Minimum Qualifications

Qualification Requirements
1. A Master's degree from an accredited college with a major in historic preservation, architectural history, art history, architecture or civil engineering and three years of full-time paid experience in architecture, restoration or preservation of historic structures, research in architectural history or in teaching architecture, preservation or architectural history, at least one year of which must have been in a supervisory or administrative capacity; or

2. A Baccalaureate degree from an accredited college with a major as described above and four years of experience as described above, at least one year of which must have been in a supervisory or administrative capacity; or

3. High School graduation or evidence of having passed an examination for a high school equivalency diploma and eight years of experience as described above; or

4. Education and/or experience which is equivalent to "1", "2", or "3".
