Scope of Work: The BUILDER AOR Program Manager serves as the senior-level program support for the DHA BUILDER sustainment program within an assigned Area of Responsibility (AOR). This role is responsible for coordinating Enterprise Sustainment Management System (ESMS)-related activities across multiple installations and sites. The Program Manager works directly with the BUILDER SMS Program Manager, regional team members, and Facilities Departments/Divisions to oversee the development and execution of strategic facility maintenance plans.

Key Responsibilities:

1. Team Leadership and Coordination

* Manage and coordinate a diverse team of BUILDER Engineers and Technicians to conduct facility assessments and develop regional work plans.

* Facilitate communication and coordination of site activities across the AOR, promoting collaboration within a matrixed organization of engineers, technicians, and facility stakeholders.

2. Program Development and Execution

* Lead the development and execution of AOR planning documents, including Engineering Capital Asset Plans (ECAP), Corrective Action Plans (CAP), and Work Identification and Work Planning (WIWP).

* Provide analytical data and guidance for AOR project development, ensuring alignment with organizational goals and compliance with BUILDER guidance.

3. Data Integrity and Quality Control

* Ensure accuracy and completeness of the ESMS database by maintaining records through additions, deletions, or modifications as necessary.

* Oversee quality control of condition assessment activities, ensuring compliance with Department of Defense (DOD) standards.

4. Communication and Reporting

* Assist DHA Staff with ESMS-related activities, responding to information requests, preparing and presenting briefings, and participating in staff and project meetings across the AOR.

* Present detailed technical documentation, reports, and presentations to stakeholders, ensuring transparent and effective communication of program status and outcomes.

5. Technical Expertise and Training

* Serve as a Subject Matter Expert and Trainer in BUILDER sustainment practices, providing mentorship and training to enhance team capabilities and knowledge transfer.

* Utilize technology to access and update proprietary software, ensuring current facility data and documentation during assessments.

6. Field Operations and Travel Management

* Coordinate and manage travel to remote sites within the U.S. and overseas locations for assessments of Real Property Installed Equipment (RPIE).

* Conduct evaluations of operating efficiency, capacity, and remaining life expectancy of RPIE with travel requirements of approximately 25% monthly (potentially up to 50% based on project needs).

Requirements

Required Qualifications:

  • Bachelor's Degree preferred (8+ years of relevant experience may substitute for degree).
  • 3+ years of experience in Facility Condition Assessments.
  • Experience in construction and/or facilities management.
  • DoD Project/Program management experience and background with Military Treatment Facilities, preferred.

Technical Knowledge:

  • Comprehensive understanding of Operations and Maintenance Procedures.
  • Knowledge of DoD BUILDER SMS implementation, a plus.
  • Expertise in database management and data integrity practices.
